Those are bonus resources, they just provide more food when you work those tiles from the city screen.

and more trade too ;)

And in the case of whales more production!

Most of the time you will need to build a Cultural building (Temple, Library) in your costal city in order to expand your border and reach the Whales.
Therefore your coastal city should be founded no further than 2 tiles away from fish or whales if you want to work those tiles.
Also a Harbour will increase food.
WELCOME TO CFC

whenever ive played fish tend to be right next to the shore. bear in mind though for the first 3 ages at least though you will not have as much production than a city surrounded by land (in theory)

I suggest going either 1 1/2 hours before sunset or 1/2 hour prior to sun rize

The fish and whales are the sea versions of wheat and cattle. You "fish" them from the city screen.

This was my post from the other thread you opened:

'To answer your question (assuming you know how to work the city's citizens), you just go to the city view (by double clicking the city) and set one of your citizens to work the square the fish or whale is on. You can do the same for any square. If there is gold on a hill that you want to profit from, just set one of your citizens to work that square. If you don't understand how the citizens work, I'll explain it to you.'

You don't need the ship, or any special unit to use any resource or lux within your boundaries.

Of course you need to build roads to connect to land resources.

Welcome to the forum!

One thing I do on the maps I make, is place barbarian camps near fishing grounds. But cities still only use fish as a bonus resource.... although I have made crabs a luxury, as they crawl onto the beaches. :)
