The fact is, if we're going to have a bunch of polls on who gets to move workers, and other such ministry-based decisions, I figure we should first know what ministries we're going to have. We do have a poll on this already, but its pick-and-choose system does not seem too encouraging. We might end up without a domestic, but with three different people running financial. So I figured we should simply have a vote on the two proposals. Ravenfire's was essentially the same as Dave's so I left it out. If that one wins, I suppose a run off within the five ministry ones.
This poll will last five days. Quite long, seems to me, but that seems like the best number. The choice with the majority at the end of that period will win, and that basic system will be adopted (though things like control of the workers can be changed around as decided in those polls.) Note that people can see your choice, so if you've never been heard of you may be disqualified, especially if you voted against me. Lesson is: make your presence known.
To make things work best, each proposal's creator can defend his idea, pointed out why it should be chosen.

EDIT: I have remove the sections not pretaining to the ministers themselves, to clarify that this is not a vote on the articles, simply on the number of ministers (which takes up 90% of the articles). It doesn't even cover their entire jobs.

responsible for all domestic and cultural
initiatives, as prescribed by law.
2. The Minister of Foreign Affairs shall be responsible
for matters involving treaties with foreign nations,
as prescribed by law.
3. The Minister of Defense shall be responsible for all
military strategy and troop activities, as
prescribed by law.
4. The Minister of Trade and Technology shall be
responsible for all tech acquisition and trade
initiatives, as prescribed by law.
5. The Minister of Finance and Labor shall be responsible
for the allocation of monies in all forms except as part
of trades which fall under the authority of the Minister
of Trade and Technology; and for prioritization of
worker tasks and assignment of workers to tasks.

keeping of the peace, naming of cities, and the
construction of wonders.
