Epimethius' Platform for Domestic Minister, Term 1
I have a detailed plan of how I will perform my job if you, the People, elect me to be your domestic secretary in term one. I understand that people may be hesitant, seeing as I've been banned and am relatively new. But I have learned much about the demogame through the preparation period, in which I (among other things) named and created this very job. I have experiance from outside games, too. And in a term like this, my being new will cause minimal damage, if any at all. This is a demogame with a vast number of new people, so why not elect a new person to start it off.
Here is my platform, organized by the part of the job of the Minister of Domestic Affairs:
Organize decisions about settler placement.
As Domestic Minister I will be sure to do this to the best of my ability, and in doing so I will rely upon the People. I will compile a dot map before every chat session (minus the first), with all the possible choices for new city locations. I will then hold a vote (not a poll) with Condorcet method voting, in which the citizens rank which sites should be settled first. This will not only establish what city sites to be settled, but in what order.
Organize decisions about wonder building.
Ill leave this to culture, since it seems that the race for Culture Minister is rather centered around this. But I would encourage the governors to build the Pyramids and Great Library early on.
Governor of cities that do not have a provincial governor.
Though I do not have experience as a governor, I will govern the periperal (which would be those without a governor) in coordination with whatever national projects we are currently doing. To defend against neighbors and barbarians I will make sure to build defenses (walls, units), followed by temples (territory, plus theyre cheap) before anything else.
Organize mapping of Provincial Borders
Rather than have the provinces based on tile number, I would organize provinces based on geographical boundaries, such as oceans and mountains. This would ensure the provinces varied in size, thus opening up the office of governor in lesser to players of less skill and commitment. I would also be sure to have a referendum on the provincial boundaries.
Manage the national budget
I intend to take council from the science and culture advisors (slider settings) and governors (rushing) for the setting of the national budget. The slider settings would be made taking into account how many temples we have, and what luxuries we have obtained, as well as what we are currently researching. The remaining funds will be put towards rushing production whenever necessary, upgrading and a surplus (funds carried over to the next year). I will be careful to prioritize rushing, focusing on what is absolutely necessary first, and monitoring how much each thing costs. Upgrading will only happen if we have a lot of money or absolutely need it.
And now, a refreshment of my replies to debate questions:
How will you set up an effective Budget thread so that you can quickly dispense funds per requests from the different Leaders and Governors? What priorities will you give for hurrying a project?
A budget advisory thread would be established where such requests could be made by governors and ministers, especially culture and science (slider settings). Based on the need for luxuries or the project being researched, not to mention the size of the treasury, slider setting would be set. I would probably run by the people any major changes in the slider settings (such as cutting luxury or science funding). Governors and other leaders (military, trade) could also post requests for hurrying projects in this thread, and I would assess which projects were most in need of hurrying and try to find the best way to both hurry as many projects as possible and keep a good amount of money in the treasury. Not that it matters until republic, though.
Priorities depend on the situation. If preparing for a war, military and support units would get the first priority on rushing. When trying to claim territory, culture in strategic locations would be the first priority. Workers after we get rail or need them in certain areas (hooking up luxuries) would be rushed. Upgrades would be delayed until they are either needed or can be afforded (no other rushes), not when they are first available. If there are more than one expensive rush needed at one time, one would be performed each term along with a number of smaller, less important ones with any surplus.
How would you deal with governors? Would you conference with them on a regular basis, just let them do their own thing generally speaking or frequently override them?
The governors would have a thread in which to coordinate their efforts in accordance with the national goal and the will of the people. Whenever a certain thing was needed, such as 50 infantry for an invasion of Persia, the advisor needing it would post a quota in such a thread and the governors would divide it up and deliver that many troops. While discussing Article D I proposed that we have "National Plans" which would be poll-approved plans to divert production over to a special plan (wonders, troops, etc.). If these were approved the appropriate advisor could post in that thread the quota needed, and governors could coordinate their jobs around this goal. Were they uncooperative, I would remind them of their duties or do it for them.
What is your form of settler expansion?
I like to explore first, and build a few immediate cities around the capital and near any good resources. Once we understand our surroundings and where our neighbors might expand, I build cities along were we want our territory to cut them off. Filling in happens after that. I tend to space out my cities a lot more than I've noticed most people do.
In the early games there will always be the crucial phase of city-placement. There are many forms and shapes. Considering the map-settings with raging barabrians, an unknown land-type and unknown climatic conditions, how and when would you organise the city-placement discussions ?
I've observed the ways it was done in DG4, and I think it could be done better than the polling method we used. What I propose it to use a majority voting method. Basically, I'd put together a dot map with a large number choices, all numbered. Then I'd ask the citizens to post which should the next five cities to be founded, in order. From that a list of cities to be founded in the next chat period, in order, could be developed. Since they aren't asked to list all the cities, this also determines whether some sites should be founded at all.
Scenario: there are 2 viable loacations to put a city,
1.on a riverside with grassland around a few ones with extra production, you know the usual.
2. theres a luxury, e.g. insence now we already have 2 luxuries but this would be our third separate one.
now what would you do plonk a city in one of the said posistions or bild a road there and use a worker to build a colony?
I would call on the people to make that decision. If they went for the good city location, then I'd found a colony.
And the method of voting which I said would be used to determine which sites to build on is preferential, not majority.
Is the Raging barbarians. I've seen a lot of people suggest that we build mostly workers and settlers right off the bat, but with the level of barbarian threat, i think the military will have to have a share of early development to. What good is a worker if killed by a barb? The raging barbarian threat will also help us against other civs, as our defenses should be on guard at all time to deal with the raging barbarians. I think it will make us become the dominant military force in the game very early on.
Early on giving workers warrior escorts shouldn't be hard. And with the wheel, we can get horsemen early enough to have a quick defence system for when barbs do appear.
Obviously during the early stages of the game the only military threat will be from barbarians, so I assume that the Military Minister will be prepared for this. If elected to MDA I will also see to it that all workers and settlers get an escort when working in the peripheral parts of our empire. When it comes to the center of our empire, escorts should not be needed for long. Doing this should be no problem.
So vote for Epimethius as Demogame Vs first Domestic Minister. I am committed to relying on the people for difficult or important decisions. I have experience in management of games, and am prepared to bring that to this one. I may be new, but that isnt necessarily a bad thing.
And Noldodan is also running for governor, a position he is far more suited for. So vote for him there, and me here.
