Less culture, more diplomacy!

I'm quite tired of culture taking too much place in civ. For example: Borders should not only be expanded by culture, it should rather be expanded with diplomacy. You should not have to take a whole city if it is only one little square you want. I would like more politics in this game, more diplomacy and respect for military strength instead of culture deciding what resources you will have access to. There is much more, of course, but I find this most important. I really hope they change this.

Considering it's been almost 4 months since that was posted, I doubt you'll get a response from him.

But what he means is that rather than a city having 1000 culture determining borders (and therefore who gets what resources), having a strong army should be able to win over resources for you forcefully.

I disagree - giving warmongers even more power is not what we need to be doing for game balance purposes.
 
Well, Trip, I have to agree with you that we should NOT allow warmongers to become any more dominant than they already are in Civ3! However, I do think there is a place for both military and cultural strength in determining borders, as I have indicated elsewhere! Occupied forts SHOULD be a means of annexing territory, but the extent to which this can work should be limited to the cultural strength which underpins your nation!
Within diplomacy, RELATIVE military strength, along with cultural and economic strength, should be a factor in determining your 'diplopmatic standing' with other civs-along with culture group, government type, religion type AND your past reputation! Diplomatic Standing, of course, would be a major determinant in how successful a Civ will be in achieving diplomatic outcomes-including annexation AND border rectifications!
