Title screen for C3C

I've made this title screen for C3C. It's suitable for a naval WWII scenario, but works well for any WWII scenario, or just for C3C in general.

I've noticed that the text for the radio buttons is longer in some languages, and the shadow box will not be big enough for them. I can change the size of the box, if needed.

The shadow box is NOT in position for the radio buttons in PTW, so if you want it for PTW, I have to adjust it first.

For vanilla civ I have to move the title text too, but I can do it, if anyone wants it.

I hope that I'm not violating any copyrights, as this file was downloaded from a newsgroup, and I have not tried to get his permission, if that is even possible.
