question- cities retaining culture on capture

i played a scenario where when you capture a city, it's borders stay expanded..

the culture per turn disappeared, but the border level stayed the same even under different owner..

how was this made possible?

in the civ editor go to Scenario on the menu ---> then scenario properties and on the right hand side under game options there should be a "Retain culture on capture".
