The Mongols, led by the sinister Ghenghis Khan, have declared war on us, after our valiant president refused to give in to their vile extortion. What should we do?

Mongols are serious pain in the mass if we let them discover something
like warrior code. Instantly destroy them at all costs.

I voted to ignore them ,at this moment.We can think of offensive action when we have an adequate military force ,for now we have more pressing matters that is maintaining happiness.
Surely ,i don't fear a big naval offence from the mongol's. (Poor kublai can still remmember his failure in japan)
That said ,we need more unit's ,and an efficient naval force ,to defend our home continent & colony's and afccourse to explore more the world we live in.

first, we need some

stuff {temples, martial law, luxeries} then we need some $ stuff {marketplaces, taxes} then we need defence THEN we will be free to build offence... but under that logic we run into the problem of they will have had the time to do the same...

They have two dinky cities, not worth the effort to kill, they would be destroyed and we would get nothing.

You sure they have JUST 2-4 cities? I've thinked that way many times with mongols.
