I was going to say aqueduct, but if there isn't a settler handy for improving land (I thought we had settlers doing that on the mainland?) then I would vote for settler, then aqueduct. JSBach's should take care of any unhappiness problems at least for a while.

A settler is a decent idea since this city's not going to grow right now. I would suggest an aqueduct after this however. Don't want it to miss out on our first round of WLT_ days.

Having read the Trireme poll and military action polls, I'm changing my opinion and have officially voted for a Trireme for this city. We need another ship to get sufficient force to Rome to get Astronomy to get Cops Obs. This seems the most logical city to build the needed trireme.

I don't know if it's been noted, but there are two triremes nearby. One is off the coast of THDP and the other is SLEEPING off the coast of Viroconium.
In essence, we therefore do have 2 triremes to transport up to 4 units available right now and pretty well in place. Leowind: I did not know if you knew this or you were looking to have 3 ships at the ready for attack transport.
Don't know if this will factor into anyone's decisions, but it very well could.

I voted aquaduct at first look ,but i agree on the general agreed settler->aquaduct order.
