I know this is long, I have tried to summarize the questions so you know what I was responding to, without repeating the whole thing.

For all candidates
1) Turn Chats: I have only attended one chat so far, I intend to attend more often, hopefully we will be able to move them to weekends on a more regular basis. I normally don't get home from work until 6:00 PM CST (2400 GMT) during the week, but I can occasionally get home early. I will definitely appoint a chat representative that can be there on a more regular basis.

2) Qualifications: I have been privileged to serve as the Deputy Culture Minister for this first term, and have learned from Cyc as he established a new department, with a new mandate that was not part of the CivII game. I also just finished my first culture victory, in GOTM6, (which I know a lot of people did!) but I learned quite a bit about the progression of culture throughout the course of a game.


3) Goals: My goals can be summed up in the National Literacy Campaign, which I started as a non-war related citizen group to promote the building of Libraries and of course the Great Library. I think as a scientific civ, we must play to our strengths, and one of those is putting ourselves in a position where we can dominate culturally and scientifically, as well as militarily.

4) Forum: I am subscribed to all the department threads, and most of the polls, so I get the email reminders and read them 2-3 times per day. I read all the other threads usually once a day.

5) Polls: Yes, I have voted in all polls, I also usually post my reasoning for my vote.

6) Cabinet Polls: Yes, I read the cabinet polls now, but I will certainly vote as a cabinet member.

7) Poll Writing: This is one thing that I actually have real experience with, I work for a market research company that conducts telephone surveys! (I know, you all hang up on my employees when they call during dinner!). It is actually part of our code of ethics that questions and their responses not be written in a biased or leading manner. In terms of the game, I will make sure any polls I propose will have what we call an "Other Specify" choice, i.e. None of the Above, but tell me in your reply what choice you would like. If there are enough responses in that category, it can become a choice. Also, I appreciate some of the recent polls that specify if they are looking for a true majority, or just a plurality, and if there will be a runoff of the top choices, (which can often be a good idea) that should be specified in advance.

8) Running the Game: Yes, I would be capable of running the game if required, I think all cabinet members need to be aware of all aspects of the game when they attend the chat.

9) Constitution: Yes, I believe we must stay within the bounds of the constitution. I appreciate the efforts of our current cabinet, in the first term of our new nation, and given some of the unclear wording in the original, we have had some issues to work out. I do believe, however, that in the future we must stick with the constitution as written and approved, and use the mechanisms we have in place to change it as needed. (It is actually not that complicated, if we find a problem, to modify it. If it is a problem, we should fix it for future administrations).

C) What mistakes were made in the last administration and what would you have done differently?
Related to the last question, I think the confusion over the constitution, and especially how the provinces were defined, held up our progress for longer than it should have. Although there was much discussion on the issue, I think we could have been more direct in putting forth a couple of solutions, calling a vote (or an amendment), and then moving on. Instead, the discussion continued in the background, without a clear resolution, and we are still debating the geographic vs. sequential provinces. I think that one of the first issues the new cabinet must resolve is a procedure for determining provinces, and then getting that written into the constitution.
 
1) Indeed I always come to the chat sessions, I log most of them as well. I have only missed 2 chats (Tonight's and another 2 weeks ago.

2) My qualifications (Whatever they are I really don't know) have earned me a nod from the current Foreign affairs Chairman, so I must be doing something right :) . Avid player, willing to hear everyones opinion and weigh it equally. Passionate about successful government, I also enjoy Subway sandwiches.

3) My overall goal for Our empire is victory of course, by the simplist method possible, as foreign advisor, I would hope to attain a Diplomatic victory or at least have our empire be widely accepted as a partner in global affairs. My immediate goal if elected as foreign advisor will be to end our war with Rome, Greece, Aztec, Zululand, Iroquois. I wish to seek no end to hostilities with Babylon. I wish to conquer China and Egypt, in retribution for there continuing acts of aggression against our beloved homes.

5)Yes I vote in ALL polls.

6) Yes, I intend to use my position of power to represent the will of my people and my supporters accurately.

7) Absolutely, misreading and errors are a cause for great concern, I would work to ensure ALL possibilities are given attention and will provide the people to have their opinion about the ideas proposed.

8) I am bound by my responsibilities, should the need arise, I will gladly assume power over the game.

9) Excellent question, Im glad whoever came up with it did. I would not take the constitution literally, for instance: I believe that the citizens should be given absolute power over what is done, the cabinet should be an advisory to the president acting on the will of the people.

C) Our early game did not have great enough focus on a goal, we were caught between culture or military, we went somewhere in the middle which caused us to be pulled into our current war situation. Clear and careful planning should have been a top priority for the last session.

I do regularly attend the turn chats, though I have missed the last couple due to incompetency on the part of BellSouth.

2) What are your qualifications for the position? I am capable of playing Civ3 on emperor level, I have analyzed the game ad nauseum in the general discussions forum of this site, and I have experience working on the cabinet of the nation of Phoenatica.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals? My greatest goal for Phoenatica is that we develop the strongest economy in the world. To accomplish this, I desire for Phoenatica to become a republic, and I also wish to begin developing trade relations with our neighbors once they have calmed down a bit. As domestic leader, I would push for more workers to improve our landscape, a change of governments to either monarchy or republic, depending on the military situation, and distinct budgets for each department to do with as it pleased (again, once the military situation calms down) as well as budgets for each province.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups? I read every post in the forum that I am aware of.

5) Do you vote in the polls? If not, why? I have voted in every poll.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why? I will most definately vote in the cabinet polls.

7) Will you use your position to write polls that will protect the citizenry when choosing options, as opposed to being misleading or simply to fortify your political beliefs? If so, what standards will you use in poll writing? I intend to write polls to accurately discover the wishes of the citizenry, and to follow the results of these polls even if they conflict with what I wish to be done. These polls will also be posted at least 24 hours before the action polled is to be taken.

8) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session? Yes. I have done it before and will do it again.

9) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation? I believe that as the constitution becomes more clear (in no small part due to the work of our foreign minister) it will become increasingly easy to follow it to the letter. There are parts of the constitution, that when taken literally, contradict each other, remove all authority from a position, and effectively confuse everyone who needs to understand them. I fully support Shaitan's initiative to revise the constitution for these reasons. I intend to abide strictly by and section of the constitution that is sufficiently clear that it does not immediately spark debate, or cripple the ability of the government to function.

For current officials running again
A) What were the high points of your administration? What did you do that would make the citizens vote for you again?
The high point of my time as domestic leader was most definately the completion of the Great Library in Fox's Nest. I believe that I provided a great deal of intitiative to keep the game moving at a brisk pace during some very confusing times at the beginning, and I hope, though many may not agree with some of the decisions I made, that they realize that these decisions had to be made for the game to continue. Our government becomes more and more organized every day, and this relieves the necessity of any official having to make controversial, unilateral decisions.

B) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions? The only way I was forced to act against my 'impulses' during my term was that I would have preferred to have pop-rushed cultural improvements in all of our cities as soon as the oppurtunity presented itself. This was done in a couple of cities, and I believe it greatly benefited our empire. As pop-rushing is almost a moot point since we will be switching governments very soon (I hope), I sincerely hope that this does not become a major issue in the upcoming election.
 
1) I havent been on any turn chats get, becouse the time, in my timezone in the middle of the night, but if we change the time to in the weekends, I will be able to attend turn chats.

2) My qualifications: not much, I´am Mayor of PDX, willing to listen to all opinions.

3) Goal: The victory type that I want we shall go for is space race, then it is important to use much money on science so we can get ahead of the other civs. But it is important to remain a strong power in the world with a large military. And we should try to get peace with the other civs so we can build up some infrastructure.

1) Yes.

2) Qualifications? I've become addicted to this game. I am a Phoenatican Fanatic! I'm not one of the elite players, but I do listen to what others have to say and I am quite willing to forego my own ideas in favor of those that are more popular. After, all it is a democracy game!

3) It is my hope that Phoenatica will be victorious and in a timely fashion. But I think getting there is half the fun so having fun is my main goal for all of us. Personally, I don't think it's fun whipping our poor citizens to death. If elected as domestic leader I will use my office to stop this barbaric procedure! As domestic leader I would also encourage and depend on our governors and mayors for help in shaping and implementing domestic policy.

4) I read almost all of the new posts. I do not read all the posts in all the citizens groups.

5) Yes, I vote in the polls.

6) Of course I would!

7) I would use polls sparingly, in cases were simple discussion does not come up with a consensus. When a poll is needed I do think that there shoud be some quick discussion as to the form of the poll so that the choices are presently clearly to the citizens.

8) I would only be able to run the game from home and my current work schedule would permitt Friday or Saturday evenings for this. Sunday through Thursday I attend the turn chat from work and cannot run the game on those evenings.

9) Cabinet members and citizens (and I dare say moderators, too)must live within the word of our constitution! Unfortunately, the document as written requires interpretation on some points. Our current Foreign Minister is working to have the constitution clarified so as to reduce the instances where interpretation is needed. The biggiest reason I argue for holding to the constitution as written is that I beleive the game would flow faster and be more enjoyable for more citizens if we follow the letter of the constitution. This does not mean we must live with the parts we do not like. But we must follow the rules for changing the rules!

C) The were no major Civ 3 game play mistakes in the first term. The first term government has produced a powerful nation. The mistakes I saw were in organization and power distribution along the lines of what is written in the constitution. By this I mean that certain decisions that should be made between turn chats simply aren't made. The beginning of turn chat has become the time to make those decisions and not all those in power can be there. Much time is spent in turn chat on what a city should build or what a new city should be named. I think build queues should be clearly specified ahead of time and adhered to unless game play requires a presidential and cabinet over-ride. If we know we have a settler ready to make a city next turn chat let's get it named before the turn chat! I would work on these organizational issues if elected.

First of all, I have this month as experience. I'm a good micromanager, and I don't hesitate when asking for advice. I won't always accept the advices, but try to discuss it and make the Idea better before launching it. I can come up with defensive and Offensive strategy's right there in the turn chat, and explain their advantages and disadvantages thorough. I'm also experienced with graphical programs, and can make dotted maps etc. To explain proposals and such. I'm also not afraid of taking screenshots during chat to show the Cabinet members what's happening or what I mean in a specific matter.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

My goals are that our country can thrive. Financially, Military, Culturally etc. To make it thrive, we should try and stay ahead in every area. To do this, our army must stay sharp-edged, our citizens happy, and our workers busy. We should also try and get the best government possible, right now that should be Monarchy. If we get our well deserved peace it might be Republic or even Democracy. Then if peace is established, our foreign ministry would get some time to trade and we can all try and teach the ways of the Phoeneticans to the world.

All important parts. As much as I can of the other.

Yes I vote in polls, it's your duty as a Democratic citizen!

Of course.

I will write polls when necessary. I don't know if I would use a standard for writing these... I would only try and get my message forward and get the necessary options for the poller to choose. So that he/she who vote can vote for what he believ is the correct answer.

That's what I've been doing.

I feel that the constitution should be followed, BUT also questioned. And changed whenever there could be improvement.

President, I lead our troops through America and did the best I could do.

Hmm, I think I agreed on almost all poll decisions.

Unfortunately, not. My free time is very early in the morning. Evening chats conflict with family time with my kids and my wife. If we have the chats at 4AM EST I'll be there with bells on!

What are your qualifications for the position?
I've spent a successful term in the position. With citizen feedback I've crafted the Phoenatic foreign policy. I have excellent knowledge of the game (playing in the Elite division of the Civ3 Tournement).

What are your overall goals for Phoenatica? How will you use your position to further those goals?
I believe that Phoenatica is a hard working genius who has been forced to carry a sword and shield instead of a book and pen. I will campaign for peace and building infrastructure. We have about all of the territory we can effectively use and I'd like to see us get the most use out of it.

I read every new thread, all of the Cabinet threads, the turn chat and try to spot check the citizen group threads.

Absolutely. Casting my vote as a citizen or Cabinet Member is the most important citizen right, in my book.

I always try to make the poll choices as polar and simple as possible to get an accurate reading of the citizen's wishes. For example, I did separate polls for peace with Babylon and how much we would be willing to pay for that peace. If I had just put up one poll asking how much we would be willing to pay, it would have made responses to that poll seem to indicate a wish for peace when that might not have been the case.

With my inability to hit most chats this is pretty unlikely but if it ever comes up I would definitely play the game.

All citizens, but especially the cabinet, should work within the boundaries of the constitution. I also feel that its simplicity forces a goodly amount of interpretation into the constitution. This is the reason I've started a project to rewrite the document.

What were the high points of your administration? What did you do that would make the citizens vote for you again?
The high point of the first term was the handling of the Domino war. With so many civs against us there was a fairly strong outcry for a bit of creative buckling. I'm proud of how other cabinet members and I were able to reassure the populace and make a continuance of the war effort a true majority citizen decision.

In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?
Yes, I swollowed my own ideas several times when poll results showed the majority wanted to pursue different strategem. Peace with Babylon and then peace with several Dominos in exchange for tech were the two biggest. I didn't feel that it was time for peace but the majority of the populace did so I supported that majority decision. I've never worked against a popular decision.

I try to make as many chat turns as I can, so far I have missed about 2 of the chat sessions.

2) What are your qualifications for the position?
My participation in the Military Dept. suggesting stradegies and representing the Military Dept. during most chat sessions.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?
I hope to continue our military expansion until we have taken most of Egypt, if not all. And, then reestablish peace and use our military power primarily as a passive (no true military expansion, unless attacked) tool to retain the respect of the other Civs.

I try to read all the threads, whenever I can. That includes both Citizen and Cabinent threads.

I always vote in polls

I most certianly will vote in the Cabinet Polls.

No, I will not use any polls that I post to mislead people. I will attempt to include all possible opinions, no matter what my view is and ask one of the Mods to add any additional options in the event that I do not think of a option desired by any citizen.

Yes, I'm willing to take that responsibility, but normally, esp. recently, I'm not able to actually play the game.

9) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?
I feel that the constitution should be followed, interpretation is only called for when the Constitution is vague on the subject.

C) What mistakes were made in the last administration and what would you have done differently?

I saw no problems with the previous administration, I believe that the game has gone very well, recently.
 
1) Do you regularly attend chat turns? If no, will you do so when elected? If not, why? I do, at present, attend most or all of the chat sessions; it is in my time zone at the regular time I usually sit down to compute.
2) What are your qualifications for the position? I bring experience in two areas: I have been in the Civ3 demo game since the beginning, and I am hosing the competition so far on my game of Prince difficulty at present.
3) What are your overall goals for Phoenatica? How will you use your position to further those goals? They would be to expand our borders far enough, but not too far. I used to be one of the warmongers, but now I think we don't need to start decimating other entire civilizations......yet...;)
4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups? I read the presidentially thread to get a bearing on the game, perhaps the Domestic thread to get an idea of our direction of expansion, and a lot of the non-sticky threads as well. On another point, I think that "Church of the 0ne" guy is posting pretty freaky and looking to get himself banned.
5) Do you vote in the polls? Yes. All of the time. I'm a votemonger. If somebody put up a poll with two same choices, I would choose the last because that's the kind of person I am. ;) :goodjob:

If so, what standards will you use in poll writing? I strive for accuracy in polling. If enough people choose "Other", than I will make a new poll to give those people a fairer chance.
8) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session? :lol: I don't think anyone would want me to log on at midnight and hijack the demo game, with my low position.

I'm a strict constructionist when it comes to the Phoen. Constitution, but some things were just not planned for or are different in the Civ3 game, and those things should be addressed when we come to that hurdle.
 
At Large Cabinet Position candidate: Chiefpaco

1) Do you regularly attend chat turns? If no, will you do so when elected? If not, why?

I am a regular in the chat room, period. Please drop by & say hello, because we get bored & like to chat. When I miss the chat, I actually read the transcripts too. Questions and debate about our democracy game arise from time to time. Some of our best ideas come while chatting and make it to the forums as new posts and threads. If elected, I will represent the peoples' wishes during our turns as best I can.

I feel I am qualified because I constantly follow our progress in all the threads of our forum. I read the many views on how we should progress, and that is why I'd like to represent the citizens in our cabinet. I have read and contributed in the CFC forums for a while now, & feel comfortable in helping lead us to victory!

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

My goal is to lead the will of our citizens and make sure their voice is heard and noted. If that means polls, chat representation, and pleas to our advisors, then I will be up to it.

I will vote in polls, when I have the sense of what the people wish. That is my job. Up to now, I have been a faithful citizen and have done my duty.

7) Will you use your position to write polls that will protect the citizenry when choosing options, as opposed to being misleading or simply to fortify your political beliefs? If so, what standards will you use in poll writing?

It would be my duty to make my bias not apparent in polls. All options available must be presented in an equal light. Where possible, I will work with our other At-Large Citizen member to make them as fair as possible. Citizens will also have the right to dispute the setup of the poll, if they think it is downright crazy!

Not while I have 1.21. :) If the game switches, then sure!

I believe this position is pretty clear. I am bound by the people.

I cannot attend the turn chats as they are currently scheduled when I either work or have supper with my family. I do however read the chatlogs that are posted.

I'm just doing the statistics and keeping track of things I care about and things that I wouldn't have thought to keep track of at the request of any citizen.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

I'd like to see our empire rule the world! :D How I feel I contribute is to help simplify all the necessary information used to make decisions. The thread can also be used by people at work who cannot load the game but want to make any comments based on the stats of the empire.

Most of it. I try to gauge the focus of the other thread and make sure I have relevant data to help in the issues.

5) Do you vote in the polls? If not, why?

Yes, most of them.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

I would if I were elected.

7) Will you use your position to write polls that will protect the citizenry when choosing options, as opposed to being misleading or simply to fortify your political beliefs? If so, what standards will you use in poll writing?

I currently attempt to protect the citizens of our empire by helping the general populace stay informed with easy to read data thereby ensuring educated responses to the issues facing our nation. As for my personal political beliefs, I am able to keep them out of the data as read by the citizenry.

8) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

I am running the 1.21 patch and until the game upgrades I could not play. However, if in the event it happened that I had to take command I would and I would take responsibility for the outcome, good or bad.


9) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

The constitution dictates by what manner we are all to operate. No, I do not feel that actions should be taken based solely on my personal interpretation. If we were all to do things according to our own interpretation of the law or constitution we could have anarchy. If I have a doubt about how something I want to do should be done, I will ask for an interpretation of the constitution from the administration of that time.
