Chicago has a pop of 4 and will grow in 1 turn, and will take 35 turns to complete a library. This would be rushed after one turn to be most efficient.

Again Donsig, you are so right. You are winning on all points. If these people were really into efficiency and the soundness of the idea, they would be burning citizens for temples. The population would be happier in the long run for this required improvement, not to mention libraries being cheaper to buy in a monarchy. Its a touch and go situation and I don't believe we're going to win. I'll join your citizen's group anyway. Good luck!
 
Maybe another option should be added to allow to vote for rushing a temple instead of a Library.
 
The reason that temples were not on the list is that they cost more, and therefore would take more than one pop. point to rush. Also, we are currently getting our tech from the Great Library, but it could expire very soon. So while we are only investing 10% in science now, we will need more in the near future, and this will enable us to have the infrastructure in place that we need to make that happen.
