Greetings! Welcome to the offices of the Councilmembers-At-Large, our primary function is to represent the majority's choice in any and all cabinet votes.

Senior Councilmember: Chief Paco
Co-Councilmember:TO BE DECIDED

This position has never been implemented before, personally, I think the position is very important. Most of what is conducted in this position will be trial-and-error, however I intend to stick with what works, and phase out what doesn't. Polls will be placed in the forum to find the people's opinions on todays top issues in the cabinet, from the War on Babylon to the trade issues of the future. My position will seek to ensure the people are represented fairly and accurately, should I fail to do this, I will resign without hesitation.

The future looks bright for our empire, and with the cabinet, and the citizens co-operating, this will be reality.

Thank you

The Office of the Councilmembers

Greetings, from your Junior Council Member. Maybe we should change the "Senior" & "Junior" to "1st" and "2nd". Something about the "junior"... :)

I am looking forward to working with Immortal for the citizens in cabinet representation. I haven't seen a previous thread for this position, so I am assuming that here is where you may post comments on cabinet activity and issues. We will strive to represent the citizen's wishes in these regards to the best of our ability.

One concern I had, with respect to our official duty was over the article in the constitution. Section B, point 10, or Section D, article 4 in the new:

Point 10: At-large council members are responsible for representing the will of the people in Cabinet Votes. They will poll for popular opinion on prospective Cabinet issues and MUST vote according to those poll results.

I'm not sure what "according" means, exactly. Do we both vote with the simple majority? Do we vote in the ratio of voting? What if the vote is split 60-40? 33-33-33? Any thoughts?

as far as I know, whatever the poll result are, we are bound by. In a 50-50 we may either split the vote, (1 each, negating each others votes) or take it to a second ballot if it isn't required soon.

BTW, if you desire, and their can be a fix to the constitution, I'm all for changing the name of the council, we can go with "Councilmember, and co-councilmember" or "1st councilmember and 2nd councilmember" it's up to you, if we change it: great! if we don't: Great!

What are your thoughts on the matter Chiefpaco?

After thinking about it, I think we should both vote the same. I don't want to have to vote against my co-CouncilMember (co-CM). I also don't want to have to vote against maybe half of the citizens. I don't want to have to syncrhonize votes with my co-CM either. In the short time available, I think it would be too much to ask.

That said, perhaps we should need at least a 50% and winner for each poll to both vote for, so we can be as accurate as possible. Votes should be broken down into the fewest possible options to avoid this. If the vote is split too much (i.e, no option gathers 50% support), either we re-poll with the best options, or we abstain in the cabinet vote.

I think I'll request in the new Constitution, to change the names to 1st & 2nd. May not be perfect, but I like it more. It's also clear as to who is "higher".

I agree with you about cabinet votes, I said the same thing, only less articulate :) I'm all for your changing of the constitution, go ahead and make it so! (Ill keep my name for now, in case it gets lost in the red tape

Your position requires you to vote according to the poll results but as Council Members you also have the authority to vote your own decision if poll results end in a draw.

Just throwing out more options for you. ;)

As far as the titles, I like Council At-Large and Co-council At-Large. 1st and 2nd seems tacky.

Best of luck in your new positions! :)

Citizens. Please vote regarding the new constitution. Your Council Members also appreciate any feedback on this matter. Note, cabinet voting ends by 16:44 GMT on Friday, May 3rd. We would like to close our poll before then so we may vote in it. Remember, all advisors are eligible to vote in the poll as well.

The New Constitution: Yes or No? Voting Station

Thanks, Shaitan, for the help :)

could the department heads please open a new post in the "chat-voicing-list (term2)":
http://forums.civfanatics.com/showthread.php?s=&threadid=20797

is should contain the following:
department-name
chat represenatatives in order of priority

for example this could be:
joke-department
1.) leader-name
2.) deputy-name
3.) chat-rep name

this will be the only source for voice-rights, so please update it!
otherwise your reps wont get voice in the chat.

I have a question which I think I need some help in answering, so here goes:

I know that the councilmembers always vote in alignment with the peoples wishes, my question relates to how we find the peoples wishes. Do we start another poll while the cabinet vote is underway? or do we simply vote with how the initial poll represents?

This is esentially a judgement call on your part. If the original poll was acceptable to you then there's no need for a repoll. Some things that would prompt me to issue a repoll if I was in your position are:
  1. Items that weren't polled.
  2. The final product at the Council Vote stage looks or "feels" different that what was presented in the citizen poll.
  3. Attendance was low at the formative poll.
  4. The wording of the original poll seems to slant things in one direction or another.
There's no harm in repolling so if you're wavering on whether to do a repoll or not, I say go for it.

Citizens! Contentment and enjoyment with this game is this CouncilMember's #1 priority this term. If you have any concerns about the game, how your needs could be better served, or ideas for improvement, please do not hesitate to share your thoughts. All input & criticism will be taken seriously & considered fairly, to the best of my ability. It is going beyond the scope of my official duties, but I think this Council Member has much to gain by also knowing the citizens' concerns as well.

If you are considering leaving the game, or have issues related to any points raised in the following thread, please post back in it:
where are our citizens?

If you have other concerns, I will accept and consider your posts in this thread too. If you wish to speak in private, please PM me!

I want to make this game as inclusive & enjoyable as possible.

I've got a concern, Chief. With Immortal resigning we've got an empty spot in the At-Large position. It's a no-brainer that you move up to the Senior slot but what do we do to fill the Junior position? Should the 3rd highest vote getter take the spot, run with an empty chair to the next election or take a new special election?

I'd like to get your thoughts on it first as you'll be working the closest with whoever is selected.

The third choice in that election was Crabapple, who is now a governor. The other citizens who got votes, netting two a each were Citizen K and Ohwell. I think this limits our options to waiting for the next election, or holding an emergency one.

Or a runoff between Ohwell and Citizen K?

I haven't seen either of them here for a couple of weeks. I'll send them PM's.

I agree so far. If either Ohwell or Citizen_k are interested in the Junior position, I think they are eligible. Maybe we should make a provision in the constitution for departing officials going to runnerups. ugh.

If they are both interested, we should hold a new election between them. If neither are interested, we should hold a new election for anyone, with the full nomination process. How long should we wait for Ohwell & Citizen_k to respond to their PM? 48 hours?

I will make an additional post in Immortal's goodbye thread.

I don't think Crabapple will be eligible for this. Apologies to CA, cause it might be seen as a promotion, but I'd rather not have to fill another vacant position.
