This is the official thread for the Department of Culture for our second term. Information from the first term may be found here:

This thread is for any official discussions related to the Department of Culture, and will include regular updates as to the cultural status of our great nation.

Justus II, I implore you to push forward your plan of waiting slightly for a revolution as you've stated in the "Should we revolt..." thread. A visionary approach to building our culture base quickly before the revolution and quelling dissension about pop rushing, this plan could work. Please move forward with this.
 
The Department of Culture is proud to introduce Punkbass2000, our new Deputy Minister of Culture. He will also be a chat representative.

At least until such time as the department budgets are approved, then I will vote myself a raise and quit my real job. How many gold per turn equals a mortgage payment, anyway? ;)

In the midst of these anxious times of anarchy, I thought it would be good to look back on the cultural accomplisments of our great nation to reassure our people.

As of 380 AD, our total culture is 2104. We will generate 60 per turn when we settle on a new government. Nearly one-third of that amount, and almost half our accumulated total, is due to our glorious capital, Fox Nest. With the Palace, both a temple and library, and the Wonders of the Great Library and Heroic Epic, it will reach the 1000 point barrier within the next 20 years, once our nation emerges from Anarchy. The other major contributors are Shailo, PDX, Pherris, and then Civanatoria and Washington. All our cities are listed below, with their total and status.

The following cities all have just a library:

Macao, Need a Name, Port Gisnod, Lutetia.

Washington and Eyr are well on their way to building temples to go with their libraries, and should continue. I had originally planned to recommend that we use gold to rush one or both of them, and depending on how the budget is allocated, I would still consider that. However, I am more concerned with Memphis. It is on our border, and nearly surrounded by Egyptian borders. This creates a dangerous situation where it could flip, and in addition if it expanded it's borders it would give our military more room to maneuver or a larger sanctuary to pull back and heal. Also, by pushing Egypt's borders back, it allows our troops to get closer to their cities using existing roads, etc. It is currently producing a spearman, and I don't intend to interfere with military decisions so close to the front, but I would recommend that a library be rushed with the gold allocated for our department as soon as our new government is established. Future funds will be used to rush Eyr's temple, then Washington if it does not complete on its own, it is hard to tell how much longer it would take during the anarchy, but it looks to be about half done.

Would this be your recommendation in taking the Egyptian capital to not only push the borders back but deny them the added culture of the palace we will destroy? The egyptians are the ones that are going back and forth between being admirers and in awe of our culture.
 
Certainly, I would be in favor of taking their capital, even if we do not completely eliminate them, it would push the borders back and remove a great deal of their accumulated culture. The palace and the first temple of a civ are generally the oldest and strongest cultural buildings they have.

Cultural Report - 480 AD


Our culture continues to be the envy of the known world, with all other peoples either admirers of or in awe of our culture! Fox Nest has recently accomplished an important milestone, passing the 1000 point mark, and continues to anchor our culture. Next turn is another significant date, as the Great Library celebrates its 1,000 year anniversary!! This will increase Fox Nest’s culture rate to 25 per turn! We still have many cities without any culture whatsoever, and this must be addressed as soon as possible, without interfering with the war effort. Our priority at this point is Thebes, the former Egyptian capital. A library or temple there would quickly expand to merge with the boundaries of the other Egyptian cities, providing a solid border to discourage settlers from other lands.

Cultural Report – 580 AD

We have completed another great Cultural Wonder, the Sistine Chapel! Located in Khatovar, it is now the second leading cultural producing city. During this past turn chat we saw a tremendous growth in our culture, with 5 new libraries, 4 new temples, and our first Cathedral, in our Eternal capital, Fox Nest. We rushed the library in Thebes, and continue to bring culture to our former rivals. We also recently had a city (Abydos) voluntarily join our empire, due to their envy of our incredible culture! This is the focus of our next library, and it will probably be rushed at the beginning of the next chat, depending on budget allocation. We should also look at hurrying temples in some of our larger cities that have unrest, such as Philadelphia and Boston.

I have not had time to update the Culture Report after yesterday's turn chat, I will try to do so tomorrow. Meanwhile, here are the Culture Department's instructions for tomorrow's turn chat, which I have already posted in the turn chat thread. I would welcome any comments or suggestions for future turn chats, our prime focus thus far has been to establish libraries in as many of our border cities as possible, to continue to spread our culture and enlightenment to all our neighbors. I will also be looking at which cities could most benefit from Universities and Cathedrals, although generally the Governors have been doing a good job of that.

Culture Department Instructions
As there is still some confusion over the budget, I will list the following projects in order of priority. Please rush as many as my budget will allow during the initial turn. As I understand it, I have 145 saved, plus 181 to split with the domestic department. The total of these 4 would be 272, which would take my savings and 2/3 of the remainder. If the 181 is split in half, I would still afford the first 3, with a little left over.

Needs A Name needs a name. A nice cultural name. Has our esteemed Culture Minister named a city yet? If not I think it is his turn to do so. I suggest posting your choice in the turn instructions thread Justus II.:)
 
could the department heads please open a new post in the "chat-voicing-list (term2)":

department-name
chat represenatatives in order of priority

for example this could be:
joke-department
1.) leader-name
2.) deputy-name
3.) chat-rep name

this will be the only source for voice-rights, so please update it!
otherwise your reps wont get voice in the chat.
 
Sorry, Justus II. With the new posting of the Constitutional amendment about Chat Reps not being able to vote in spot votes (which I believe to be way off base), I will not be your chat rep as of now. You'll need to find someone else to answer the phone for you, as now the Chat Rep position is basically a waste of time except for initiating instructions already posted. Thanks for the offer though.

The Chat Rep has all of the powers of a Leader in the chat with the sole exception of voting as a Council Member.

Cultural Report – 780 AD

Another turn (two chats, actually) of steady progress. We have completed libraries in many formerly uncultured cities, in fact we are now down to only three towns without culture. We rushed several libraries, to continue to push our culture out to the poor uncultured citizens of our neighbors. We must now work to build Universities and Cathedrals in our largest cities, while continuing to finish temples in the smaller ones.

How can you tell when we'll have a culture victory?
 
I have been manually calculating, based on our culture per turn, to get to 100,000 points, and then making adjustments for when improvements hit the 1000 year doubling bonus. This time I used the Apollo.exe program that is in the utility forum. I guess it just calculates it from the save game data. I had to adjust the end year, because it came up "Never", eventually found that we would hit it in 2082 if we make no more buildings or cities.
