Our Constitution calls for a governor to be elected for any province that grows to 3 cities. A governor is also elected during the normal monthly elections for any province with at least 1 city. Currently, cities that do not have a Provincial Governor are governed by the Domestic Leader. This poll will determine if we wish to continue with this method or change the governance of these cities.

This has been debated in this thread.

Here's my take on each option:

Domestic Leader - Current system. Disadvantage is the additional burden on the Domestic Leader, which is the busiest position.

Domestic Deputy - Gives gubernatorial experience to the Deputy. The Deputy position in real life is traditionally a grooming spot for the deputy to eventually run as the Leader. The Domestic Leader must have the ability to govern the Capital Province.

Foreign Minister - These cities are in foreign territory so this is a logical choice. However, it also adds burden to the Foreign Minister, another very busy position.

Closest Provincial Governor - This could be a problem when we take cities quite distant from the homeland. This game is a pangea but we must make rules that fit any world type.

Designated Player (Pres) in the turn chat - The turn chat is already chaotic while running through turn 0. This would add another burden as the DP runs through options and gets feedback.
