Cabinet Vote for Constitutional Changes

This vote is to approve two measures debated and approved by the citizens of Phoenatica. A successful vote here will modify the Constitution as shown below. This poll opens at 17:00 GMT Wednesday, May 20 and closes after 48 hours or a plurality of the Council casts the same vote. All Council Members should reply to this poll with YES, NO, or ABSTAIN. In the event of a tie, the deciding vote will be cast by the President.

Proposed Changes to the Constitution:

Section E: Departments
Article 3: Cultural Leader: Makes decisions regarding city expansion and construction of cultural city improvements. The Cultural leader can override a governor's decisions for the construction of cultural improvements when the city does not control its full 20 tile radius due to lack of cultural expansion OR does not control its full cultural radius due to foreign cultural borders.

Section F: Governors and Provinces
Article 3: The Domestic leader is the governor of the capitol province. The Domestic Deputy is not the Deputy Governor of the Capital Province. The citizens elect governors for other provinces. Regular gubernatorial elections are held for all provinces that contain at least 1 city.

Sorry, Shaitan, I know you have already put a lot of work into this, but can these be two seperate ammendments? I vote yes for the cultural one, but I am not ready to vote for the Domestic deputy/Deputy Governor decision. Who is the deputy governor, if not him? I think we still need to resolve some issues before I can vote on that one. Thanks.

There is no Deputy Governor for the Capital Province (Istar) - same as the rest of the Provinces. It's looking like the Domestic Deputy will be the pro-tem governor of all the cities that are in inactive provinces.

EDIT: As the poll is already posted I can't change it. Vote NO if you don't support all of the items. If the combined bill is defeated I'll resubmit individually.

I vote yes, although we may need to address the issue of "deputy governors" in general, or at least who steps in if the governor is absent (domestic leader? President?). But this ammendment is clearer than what we have now, and we can see if the issue comes up again or not.
