Citizen poll: New provincial boundaries for province #6, new province #10 defined

There is support for including our recently acquired city of Tlaxcala into province #6. The poll is here.

Cyc has redrawn the borders of Province #6 and delineated a new province (#10).

Absolutely! This redistricting solves our current difficulty, plus they look great. We'll still need to adress the underlying problem more permanently through discussion/poll/vote.
