it just came into my mind while reading the poll. sorry.
normaly those ideas come to me in the toilet, but i have no internet there, and so... well, just sorry
 
Acting Governor named soon after the Governor is elected to cover unseen events, such as breaking one's hand and not being able to type.
 
Acting governor to be appointed when the governor will be unable to perform his duties for at least a week or so. I'd also suggest that should a governor not be seen or heard from over a period of 7 days without having named an acting governor, the Domestic Advisor should appoint an acting governor to run the province until the official governor returns (lame excuses in hand ;))

I think the deputy domestic leader would be better suited for this, as the domestic leader already has a lot to deal with.
