This is the election thread for the President.

The runner-up of this election will be Vice-President.

Yes.

2) What are your qualifications for the position?

I am a current cabinet member (Trade), and I have successfully played several turn chat games.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

My goals are to assist the culture department in their Cultural Assault.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

All threads, and as much as I can as time allots.

5) Do you vote in the polls? If not, why?

yes.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

yes.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

Yes.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

Yes, since the government should be bound by its' laws as the people are. However, they are free to make changes, and exceptions may occur in times of an emergency.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

Real Life. :) It's an unavoidable thing, but if something comes up, we can work around it.

10) What method of victory do you advocate for Phoenatica?

Culture or Diplomatic. Being that some nations are against us, we can persuade our neighbors to deal with them...

11) Briefly describe how your election would advance that victory condition.

I will see to it that our relations are improved, and we build more centers of culture.

12) What were the high points of your administration? What did you do that would make the citizens vote for you again?


As the Trade Leader, I increased our cash flow tremendously, and during a turn chat where I was playing the game, I added another 5-10 GPT while improving our road systems.

13) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?

Our policies were pretty much inline with popular opinions. No real conflicts came about.

Yes.

2) What are your qualifications for the position?

I've been domestic leader for the last week or so and was the designated player at the last turn chat. I've been active in Phoenatican affairs since term 1.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

My main goal is to have fun and include as many people as possible in the decision making process. We must stay a strong nation but I feel we can begin to be more friendly towrds our neighbors. I see Phoenatica as becoming the richest and the most technologically advanced country.
If elected president I would try to keep the important issues before the people through disussion threads and polls.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

I have found that my work as domestic leader has been very time consuming. That combined with the recent explosion of threads and polls has greatly reduced my my ability to read every thread. Our country has grown to the point where one cannot read everything. I read the cabinet threads but not all of the citizen threads.

5) Do you vote in the polls? If not, why?

Yes

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

I'm only running for president so if elected I'd only be able to break ties. I would certainly do so if the situation arose.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

I'm certainly willing to take on the responsibility as demonstrated in the last turn chat. Sometimes though I am at work during the turn chat and cannot play the game there. During the coming term I would only be able to play on Fridays, Saturdays and Sundays. I see this as a plus since it would allow others in the CoC to have a chance to play the game. In the last term I think there were 4 besides the president who played the game and this was entirely good.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

All government officials must work within the boundaries of the constitution. If the constitution is vague or does not cover a situation then interpretation is inevitable.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

I see no reason I could not complete the term.

10) What method of victory do you advocate for Phoenatica?

Personally I prefer to launch a spaceship. As a nation we seem to be leaning towards a culture victory and that is fine with me.

11) Briefly describe how your election would advance that victory condition.

I would press for a strong economy in order to boost our research rate. Whether we head for a spaceship or culture victory, we need a technological edge and gold to rush improvements.

12) What were the high points of your administration? What did you do that would make the citizens vote for you again?

The hight point for me was the last turn chat where the Aztec war was successfully concluded.
I hope that I drew citizens into the decision making process on such domestic issues as wonder building. I tried presenting information to the citizens and then formed domestic policy to conform to citizen input. I would try to do the same as president though with a broader scope and I hope this is why citizens would vote for me.

13) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?

No. Either I'm in tune with the general population or I've been writing polls that have furthered my ideas.:D Actually, in those cases where I was undecided the polls and discussions swayed me to the majority side.

Not recently, due mostly to lack of internet access from home. This should be corrected in the next week.

2) What are your qualifications for the position?

I have served two terms as domestic leader, minus 1 week which I spent as president after Grey Fox's resignation. I have helped shape the infrastructure and economy of the nation thus far, and we are doing quite well.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

I intend for Phoenatica to continue to develop economically, with the primary focus being the area around Thebes once the Forbidden Palace is complete. The completion of this second center of government will allow us the oppurtunity to nearly double our commerce, science and culture. Once we have taken the lead in all areas of technology, I intend to use our powerful economy, in conjunction with the trade department, to make the rest of the world dependent on our gold and luxuries. Likely, these goals will result in a diplomatic victory, though if we wish to continue, space race and cultural victories will be easily within our grasp.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

I manage to read nearly every thread, though occasionally I miss one or two.

5) Do you vote in the polls? If not, why?

I think I have voted on every poll since the beginning.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

Most definately, though the president is responsible only for breaking ties in cabinet votes.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

Of course.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

At times, the constitution is vague and must be interpreted. However, thanks to our Foreign Minister, Shaitan, this is becoming less and less necessary.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

None at all.

10) What method of victory do you advocate for Phoenatica?

I advocate a diplomatic victory, though I would be quite happy with either cultural or spaceship, as well.

11) Briefly describe how your election would advance that victory condition.

As stated above, I intend to make our neighbors dependent on our gold and luxuries, with the side effect that our relations will improve. I also intend for us to be #1 in science by the time the modern age starts, so that we will be able to build the UN before anyone else.

The high points of my administration were always checking Daaraa's history post, and seeing how well we were doing.

13) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?

During the cabinet vote to add the chat turn rules to the constitution, I voted according to the citizens' poll rather than my own beleifs on the issue, when I was called upon to break the tie as acting president. While I believe the game would be more fun for a larger number of people if we stopped the turn chats, as long as a majority of the citizens support the idea, I will not do anything to retire them, except the usual posting of my opinion.

I probably attend more than half, although I sometimes have to leave early. I try to be there for at least part of the turn, but the current time conflicts with my work schedule, and family.

2) What are your qualifications for the position?

I have been Culture Minister for the past term, and a deputy in Term 1. I have been involved in most major discussion threads, and have made suggestions to other departments when I thought it appropriate.

3) What are your overall goals for Phoenatica? How will you use your position to further those goals?

Obviously, I am biased in favor of a Culture victory, and would continue to pursue it, and our Cultural Assault Program, as president. However, if the will of the people were to shift to another victory condition, I would support that as well.

4) Which parts of the Democracy forum do you read? All of it? Cabinet threads? Citizen groups?

Most of it, I check cabinet threads 2-3 times/day, the citizen forum (discussions and polls) daily. I don't follow all the citizen groups that often, I just try to catch up when I have time.

5) Do you vote in the polls? If not, why?

Yes, all of them.

6) If elected to a cabinet position will you vote in the Cabinet Polls? If not, why?

Yes, I always have.

7) If you are the highest Chain of Command link present at the appointed turn chat hour are you willing to take responsibility for running the game during that session?

I am willing, although I will be traveling for part of the next turn, and will have internet access only, and will not be able to play the game.

8) Do you feel that the primary role of a cabinet member is to operate within the boundaries of the constitution? Or do you feel that the constitution is a document open to your interpretation?

I don't think anyone can violate the constitution, the interpretation comes into play when it is not clear what it says, or when an unforseen situation arises that is not covered.

9) Term 2 saw the unexpected retirement (or attempted retirement) of several elected officials. Do you see any reason why you could not serve your full term in office if elected?

As I mentioned, I will be travelling during the first two weeks of the month, which will limit my access to the game, but I will have internet access, so I believe I can continue to serve.

10) What method of victory do you advocate for Phoenatica?

Cultural!! Since it is a new part of Civ3, it seems fitting that it would be our first victory, but I remain flexible.

11) Briefly describe how your election would advance that victory condition.

As culture minister, I have been closely following the development of our nation's cultural infrastructure, and as president I would further prioritize projects that would move us toward a cultural victory.

12) What were the high points of your administration? What did you do that would make the citizens vote for you again?

By prioritizing our cultural building program, and working with the governors in adjusting their build queues, we now have cultural buildings in every city in our land. We started with the outer border towns first, but also finished them in the inner cities. We now have several cultural powerhouses, and several cities along the southern border ready for our Cultural Assault.

13) In your past term did you have to act against your impulses to support popular (poll) decisions? When? Did you ever follow your impulses despite contrary popular decisions?

I had originally proposed spending most of the treasury to rush two harbors to connect our capital with our new egyptian lands. The general consensus, however, was to rush one harbor first, because we were just getting used to our new budgeting program, and didn't want to empty the treasury. I came around to the one harbor plan, and as it turns out, it was the best solution, because our ROPs allowed us to connect with our egyptian cities anyway.

However I noticed that none of the candidates wished to pursue a military victory, why not? We (the military department) have already shown that we can conquer our enemies.
