This is a citizens poll ("Sponsered by the Trade Department) to determine if we need more workers to improve our roads, and to prepare for rails. Industrialization is right around the corner!

Here's the statistics:

28 Total Workers =
25 foriegn workers
3 Phoenatican workers

37 Cities

We need to:

a.) get the total to atleast equal before industrialization.
b.) Double that number at or after indust.
c.) Build rails around our major cities (another, later, poll)
d.) Build roads on worked squares that have no road system. This will gerenate more income.
e.) Clear the jungle in our southern regions.
 
I definitely agree with more roads and more railroads (once we get steampower), my questions is where will we be getting these 9 workers before Industrialization and the 19 workers at or after Ind.? Which cities? Who decides? Trade?
In your opening paragraph you state that this poll is to determine if more workers are needed, but the question of the poll is "Should we move forward with this plan". Which are we going after here?
I think we need to discuss this matter first, to come up with the true question.
 
Yeah, it's just the 1st step - planning. Actually carrying something out is another matter - of how exactly to do it.
 
All cities should produce 2 workers for industrialization. This is how I play. We need at least 50 domestic workers, and then after the hard work is done, keep 15-20 for pollution. Workers are the key to industrialization.
 
Rails rule! :goodjob: they not only increase our productivity, but also enhance our defence as our forces can be redistributed much more easily.
 
we need workers to build roads so our spice can travel very quikly.but which cities should we use?
and i also suggest to build FORTRESSES to secure our defence against enemy forces:D :scan:
 
We really should have every city not on major projects (wonders, small and great) to produce enough workers to suffice it's needs and extra's for newly founded and culturally or militaristically assimilated cities. This should do, not to much, and not to little, and everyone supports themselves.
 
I suggest we have every city that has reached pop 12 build a worker after it is done it's current project. Also, every city that is 50%+ corrupt should build two workers, as this loss in pop will not dramatically effect our economy. More workers will also be required for the current domestic department proposal to complete universal suffrage.
 
You're our domestic leader Eyrei, so you can choose Istar's queues to have plenty of workers, for they are needed.

I could, but Istar, being the center and most productive part of our empire should not be building workers unless there is nothing else to build. Workers should be built in the more corrupt cities, not in ones where the construction of the worker costs us 3 or 4 commerce per turn.
