Foreign Affairs Proposal for June 5 turn

The Department of Foreign Affairs is proposing these actions for the June 5 turn.

Turn 0
Request for 84 gold from the budget for an Embassy to be established with England. The price for this has gone up and I believe it will continue to do so until we establish. This will grant us better diplomatic relations with them and allow us to establish diplomatic agreements.

Current Facts about England:
They are polite towards us.
They lack Education and Gunpowder (somewhat backwards).
They are a Republic.
We currently import wines from them (their main export) and are exporting our fine spices to them.

Turn 2
Gift deals to India and the Iroquois (most favoured nations) expire. Suggest renewing gift deals of 2 gpt to each to help improve relations.

Turn 5
Rome - able partner:
ROP expires. Renegotiate. Go for 5 gold or less from them with the ROP. If they will not take, go for 1 gpt. If not, straight deal ok.

Greece - able partner:
ROP expires. Try not to renegotiate. If they call us on it, go through same procedure as Rome.

Turn X
China and the Aztecs are broke again. We can renegotiate peace but can not gain much. Let it slide unless great opportunity arises.

Looks good to me except the Rome ROP is a bit unclear. If they won't give 5 gold they'll never give 1 gold/turn.
