Public Opinion Poll: England

In the style of past opinion polls, I wish a new opinion be formed on England. Please vote with your heart this time.

Schpiel:
When tabulated we will have a list of civilizations from Most Prefered Nation to Rogue State. The Department of Foreign Affairs will use this list to help determine what civs get favorable deals for Peace and ROP renegotiations, who to extort and who we will support against who. Other departments could also use this list to determine who to purchase from and who to offer things to.

Our history with them is brief:
We met them in 1130AD.
They are polite towards us.
They lack Education and Gunpowder (somewhat backwards).
They are a Republic.
We currently import wines from them (their main export) and are exporting our fine spices to them.
Our first exchange was pleasant. We provided them technology for their wines and their World Map. To show our character, also told them all we knew of other civilizations to show our great character.
We are still determining the feasability of establishing an embassy there to strengthen our relations.

I want to take a snapshot at 23 votes here, because the old votes did not pass this number and I'm unsure of the scoring system forumla. See the Dept FA thread for details.
I might use this number temporarily until I find a better solution:

My original intent on the voting for ranking was that high or low response in the polls would be a valid factor. If more citizens cared about AI1 than AI2 then their relative score would skew higher (or lower) as a result.

Declaring war and landing on THEIR island and proceeding to trash their ancient and developed civilization would not be befitting of our modern and peaceful state! Why do we need to take their wine when they are already trading it to us? If you want to STEAL their wine to sell to other civs, thats just plain wrong. We should find other ways of making money, other than stealing things that dont belong to us.

The results of the Poll thus far indicate that England shall be heralded as one of our Favoured Nations. Results of voting for initial setting of official Foreign Affairs ranking:

5 (best): 7
4: 13
3: 5
2: 2
1: 2

Score = 7*3 + 13*1 + 5*0 + 2*(-1) + 2*(-3) = 26

The rank of "Favoured Nation" is granted to any nation scoring 20 or higher. This poll shall remain open for the duration of this term for new citizens to vote. I will Re-tabulate this poll during in the 3rd quarter of this term for further voting.
