What format should the Constitution be in?

What format should the Constitution working copy be written in?

I've started working on the new Constitution. Right now I'm organizining between concepts (Constitution) and rules (Code of Law) so we can get a starting point for our discussions. For now I'm not going to use formatted text (Forum formatting) because it's far too annoying to do this when there is so much editing. I can work up the new document in Microsoft Word, HTML or unformatted text. I could also work in MS Word and save the document in HTML and post both versions.

What format is preferred?
 
Yup, I'm keeping up on all the threads and will try to work in everything possible. We'll need much discussion on particulars (and probably a whole load of polls) once we have a working copy.
 
Maybe we should put the polls on another forum with an poll-index thread here (just that we dont have the clutter coming from too many polls) ;-)
 
Problem. I only have Word 97 at work (no laughter please) and the conversion to HTML is absolutely atrocious. It looks the same as if you opened up a Word document in Notepad. I'll be doing the working copy in MS Word. If anybody cannot open Word documents they can let me know and I'll manually port it to text or HTML.
 
Most of my time to work on this is over lunch at work. I don't have the software to convert .doc files to .pdf here. I'm on a "clean" machine so cannot install new software. :(
