During the last turn chat Philadelphia produced 4 workers in a row. Philadelphia's population is down to 7. Should we settle two foreign workers in Philadelphia to help offset the population decline in this city?

I voted yes, and I would use American or Egyptian workers if possible. They are out of the game, and should be easily converted overtime into full-fledged pheonaticans.
