Gifting Horses

The Department of Foreign Affairs asks if it is ok to now use horses as a gift. We won't be giving them away willy-nilly, but use them as a gold-saving option when considering improving the relations with other nations.

Many nations now have replaceable parts so the question to me would probably be, are they that useful?

I think Rome is the only nation we can trade to, as they are either outdated, or other nations already have horses.

Looks quite unaminous. Noted. The FA and Trade departments will keep this in mind. Should we be discussing Saltpeter and Iron as well?

Iron is a requirement for rails so is still very valuable financially and as a military support system. I'm not opposed to trading it but I wouldn't gift it.
