This is a poll to determine if the Foreign Affairs Dept. should attempt to plant a spy in India. With a majority "yes" vote, FA will attempt to plant the spy here. With a tie or majority "no" vote, FA will not attempt to plant the spy. If circumstances or sentiment changes, or sufficient time has passed, FA may poll again. The polls will run up to the next Turn Chat on July 20.

FA will attempt to plant spies in the following fashion:
- Gather Approved spy list (greater than 50% support necessary).
- Attempt a single spy plant in one nation with the one attempt coming every 2 turns.
- Order of spy plants will be from the highest support from the polls to the lowest.

May I remind the risks of planting spies:
Target civ declaring war.
Total cost in gold (added up by every spy we plant).
Damaged reputation with the target civ.

May I remind the benefits:
Exact troop information.
Space Ship progress.
Other Espionage missions.

India Facts:
Cost: 105 gold
They are a Common Neighbour.
They are a Democracy.
They are currently researching Flight and Mass Production.
They share a MPP with Aztecs.
 
Ok, now I see why there was a 'they might declare war' risk in the China spy question, you are very sensibly re-using your post. In the case of India, them hating us and/or declaring war is a very real risk and one that is a little to much given how much we need NOT to be fighting them right now!!
 
As citizen of the province Kashmir and mayor of Heliopolis, I do not want to invoke India to war with this empire. Even though my city would not be under direct pressure (they would probaly attack the southern portion of provice), the being produced in my city would have to divert to the south. The cities in the south would have to use their own units as well, of course. Then, we could not concentrate on the other enemy. This spy could get caught and start a war like this. I have not been in control of any office before, but this seems like a bad idea.
 
I must vote no in this poll because of the MPP with the Aztecs.

Even without that in place I would have voted no given the proposed method of placing spies. Attempting to place the spy every two turns without reviewing whether or not the target has new MPPs is not a plan I would support.

I would also point out that if the first attempt fails and war is declared then we might as well keep up the attempts at planting the spy until we succeed.
