This is a poll to determine if the Foreign Affairs Dept. should attempt to plant a spy in Babylon. With a majority "yes" vote, FA will attempt to plant the spy here. With a tie or majority "no" vote, FA will not attempt to plant the spy. If circumstances or sentiment changes, or sufficient time has passed, FA may poll again. The polls will run up to the next Turn Chat on July 20.

FA will attempt to plant spies in the following fashion:
- Gather Approved spy list (greater than 50% support necessary).
- Attempt a single spy plant in one nation with the one attempt coming every 2 turns.
- Order of spy plants will be from the highest support from the polls to the lowest.

May I remind the risks of planting spies:
Target civ declaring war.
Total cost in gold (added up by every spy we plant).
Damaged reputation with the target civ.

May I remind the benefits:
Exact troop information.
Space Ship progress.
Other Espionage missions.

Babylon Facts:
Cost: 104 gold
They are a suspect nation.
They are a Communism. They are currently researching Flight and Mass Production.

I'm voting no but that was not an easy choice. I don't like the proposed method of planting the spies if the first attempt fails. I do not like the idea of automatically retrying the attempt with out first checking for new MPPs - unless the first attempt preipitated a war. Whenever we're at war we should plant an agent in enemy territory is one is not already established.

Also, I'd probably vote no now since we already have a war on our hands. I'm against widening the conflict.

The chat group has the power to nullify these (and any) polls by using overrides. I expect they might use it if circumstances change, given some sort of justification.
