Plexus is the elected governor of Ameri and to my knowledge has neither resigned nor been impeached. The constitutionality this council vote is in question. The Judge Advocate is expected to return on the 20th or soon after. I request that this vote not continue until his return and review of the standard under which this vote is being conducted.
Then if that descision is invalid, then this poll is invalid and never took place. But, Lovro would still be interim governor.
I can see your point: Article G. All offices will be filled via election with terms lasting one calendar month.
But, that means someone can get themselves elected and simply leave to let the game rot because they want it too. So, you'd rather let the game rot away because someone isn't there to govern a province? Ok, let's just leave Ameri on wealth and let it be conquered.

We had the same problem in term three. It was a simple matter to post proposed build queues for the citizens to vote on via a poll. It was also simple to use spot votes to make needed changes in the province. We managed to do both in term three without controversy.
Then it should be a simple measure to have the governor impeached. The impeachment process is already accepted as constitutional while this process of removing a governor is not.
