We have 3 potential canidates, one of which will be appointed to the governor of Province 10. This province is the "Iroquois Frontier", and the Chinese Homeland (or what's left of it...).

If both provinces have the same canidate, The canidate will choose the province they want, and the runner up of the next province will be appointed.

Why, yes, donsig - you are confused and behind the times. The NEW IMPROVED laws and standards have substituted appointed for special election.

Now if you had actually read the proposed laws and standards before they were voted on you'd know this.
 
donsig is correct.

Phoenatican Code of Laws, Section D, Point 1, sub section F deals with this issue.

Until such time as there are three cities in the Province, then governorship is actually in the hands of the Domestic Leader. Once three cities exist, a provincial governor can be APPOINTED versus holding an ELECTION.

In any case, depending upon the speed of conquest, the three cities may be reached quickly, but the election would not necessarily need to be held until term 5's cycle, which begins a scant 24 hrs from now.

Keep in mind also that the Provinces themselves must be defined as required in sub section A of Point 1.

Province 10 HAS 3 cities or more. Province 11 will have it at the end of tonight's turn chat. I haven't appointed anyone yet, but this is for after the turn chat. Nominations are tomorrow, and soon the whole place will be flooded with nominations/election threads. :) Then the next term starts. If I waited until next week, by the time everyone's appointed, it's time for the new term to start.
 
Actually, on further reflection and discussion with another Judiciary member, you are on good ground here. The poll is posed as a Citizen Input, so as long as you appoint someone then everything is fine.
