Elections are over!
The votes are in, and Phoenatica now welcomes its new leaders! The presidential race was the one to watch. According to many, it was the closest race seen in years. Donsig, our former president from term 3, and governor of Istar, and Chieftess, our current president, and former trade leader, have an interesting relationship that makes this race more exciting. Cheiftess was defeated in the race for the term three presidential office, by donsig. Donsig, in term 4, decided not to run, after his administration was rocked by numerous investigations, only to be appointed goveror of Istar when the new constitution was put into effect.
The race was an extremely close one. Chieftess started with an early lead. However, donsig caught up multiple times, and there were many points were both were tied. When the election neared its end, a 24-24 tie existed between the two presidents. In the final hours, 3 people threw their support behind Cheiftess, causing her to win the election. The 51 votes now represents the entire Phoenatican population, almost double from last turn's 28.
The presidential race was not the only one. Falcon02 is now the 4 term 5 star general of Phoenatica, defeating his new deputy CivGeneral 34-9. Our science leader for terms 1 and two, Civinator, lost to 25-16 to our now 3 term science leader, Strider. Zarn is our new domestic leader, defeating Raven1er 23-11, both of whom have not held an elected Phoenatican Office. William 528 in now the governor of Province 9, defeating Havok 15-11. The province 12 election between Bearnstein and Warrior Zeus resulted in a 10-10 tie, meaning a runoff election is currently in progress. At press time, there was a 5-5 tie.
Several offices were uncontested. Curufinwe will remain culture leader, Ehecatl Atzin is the new foreign affairs leader, and Octavian X is the new trade leader. Almightyjosh is the 2nd term governor of Asphinixia, Toasty is governor of Kashmir, Mayartar will govern New Cormyr, Ameri's governor will be Fionn McCumhall, BLCG100 will stay as governor of Mohawkia, Nouva Terra's governor is Stuck as a Mac, and crabapple will remain in Normandy. Havok was appointed by council vote to the governorship of Scythia.
The judiciary will contain the same 3 officials that were first appointed when our current constitution. Shaitan is the Chief Justice, Bill in PDX is the Judge Advocate, and Eklektikos is the Public Defender.
At the moment, there are seveal unfilled offices. Istar, the capital province, has no governor. The departments of culture, foreign affairs, and trade also do not have deputies.

Code of Standards Change Underway
Recent elections took place under a new constition. One major change to the way elections were held was that people could only run for one office, as stated in Section G, point 6, paragraph C in the Code of Standards. Another major change was the lack of nominees. Many offices were uncontested, others had no nominees at all. Several people blamed the on paragraph C. Discussion was held on multiple suggestions to change this, from removing subsection C altogether, or setting a limit, of leaving it as it was. It was finally decided that citizens who were not already in office could run for two offices, and incunbents could only run for 1.
A poll of the council is underway, that is worded as follows:
Salmanca to be Renamed
The Germans of Phoenatica wanted something to mark Phoenatica with. The Norwegians got Washington to be renamed Valhall, they pointed out, so we want a city also. Governor Stuck as a Mac granted their request, allowing them to rename a city in his province, Nouva Terra. Excitement grew when he announced that the former Iroquios capital, Salmanca, home of the pyramids and Leonardo's Workshop, would be renamed. What do you name a German city? A poll is being held, and the some of the suggested names are Berlin, Munich, Hamburg, and Bonn, all real German cities, and Oberpfaffenhofen, Bremershaven, and Essingen were all proposed. The name winning, however, was one proposed by our esteemed Chief Justice, Shaitan, Fridenburg. Fridenburg is German for City of Peace. "That's what Phoenatica has been striving for since 5000 BC," he said recently.

Section G, Point C, paragraph C says that citizens may only run for one office. I'll come right out and say it: I don't like it. It is one of the reasons we had so many uncontested elections. People aren't going to risk an office they may not win, leaving them sticking with an office that they can get, but are no good at. A person might be a perfectly capable domestic leader, but don't want to risk not having an office at all, so they stay with their governorship. Democracies aren't meant to inspire fear.
The proposed addendum is a good step, I believe, but doesn't go far enough. The limit of one for incunbent leaders isn't very good. There might be a governor of a small province who wants to try to get into the council. He could run for the office. There could also be someone else who wants to be governor of his province. Does he take the longshot at the council and potentially lose all office, or stay with his province?
I think the best approach to this would be to impose the 1 office limit to council members running for re-election. This gives governors a fair shot, as well as new citizens.
