I like to know who I'm up against!! It also allows to choose civs most likely to be around your civ (if you like that historical sort of thing)

I'm with dis. As stated in many polls, I think random for everything that can be randomized (except world size, which impacts how long the game will run)

Hmmmm....picking our rivals gives us an unfair advantage, but ramdominzing it would affect us deeply, we might get neighbours too close too early in the game and I don't like that. I love to stretch my borders quite a bit before I even bump into a future province
