As Governor of Bohemia, I feel that there are many aspects of the law that are overlooked by national law or are not appropriate to national law. Thus, I have compiled what I hope will become the first Provincial Code of Laws. For now it concerns local government. As we progress, things like a university system and national parks could be added. Provincial Law could NEVER be in conflict with National Law of any level.

Provincial Capital Guidelines
1) The first Governor of a Province must select a city to be the Capital of that Province. The Governor may establish a temporary seat of office if the designated capital is:
--A) Destined but not yet built
--B) Currently in enemy hands
The temporary seat of office may be moved at any time.

2) The Provincial Capital may only be moved if:
--A) The current Capital is no longer a part of the Province
--B) The Governor gains a 2/3 majority support from the citizens of the province and a 2/3 majority support from the Province Council.

3) The Governor resides in the Provincial Capital, but may keep dwellings elsewhere.

4) The Provincial Capital must have a Mayor and he/she may take the title of Lord Mayor. The Lord Mayor is a Mayor.

Mayorial Guidelines
1) Mayors are responsible for one city and are appointed by the Governor. They must be residents of the province, but may hold any other titles national or provincial.

2) In this Province, a mayor may be relieved of office in two ways only:
--A) By a simple majority of non-abstaining voters in an official poll sponsored by the current governor.
--B) By the decree of the current governor. Any citizen may lobby or poll to try and convince the gov. to do this, but this will not be binding.

3) A Mayor has a number of privilages:
--A) May speak with authority on Build Queues and may sponsor an official poll on build ques if the Governor:
----i) specifically supports the poll, or
----ii) offers no opinion for 36 hours
--D) May claim the title Mayor (for other cities) and claim any benefits therein
--E) Can reccomend persons to the governor for temporary or permanent tasks/jobs of any kind
--F) Sits on the Provincial Council

4) A Mayor has a number of responsibilities:
--A) Must maintain a thread for the city
--B) Must attempt to retain/attract citzens to the city
--C) Must promote RPG interests in the city
--D) Must seek to discover citizen will and be accountable to citizens in his/her city.

Assistant Governor Guidelines
The assistant governor (AG) has several responsibilities.
1) The AG will automatically take on the Governor's responsibilities should he announce a temporary absence or if the Governor is absent without notice for 48 hours

2) The AG is a designated turn chat rep for the province

3) Any informal questions about the province may be directed to the AG if the Governor is not in the office (on-line)

4) Will need to provide an e-mail adress so they can post build ques should the Governor be unable to access the forum
5) The AG chairs the Provincial Council

6) The AG may be dismissed by a 2/3 majority of the Provincial Council

Provincial Council Guidelines
1) The Provincial Council (PC) will be comprised of all citizens in a Province holding the titles of Mayor, Lord Mayor, Assistant Governor and Governor as recognised by the Governor. All are voting members. Each person can have one vote only regardless of the number of titles held.

2) The Provincial council advises the Governor on all things. The PC may propose changes to Provincial law, but may not alter the law or hinder the Governor from doing so.

3) In the case of the Governor's legal absence Mayors may post build queues (that have citizen support) in the PC thread to be compiled by the AG and posted in the Turn Chat thread.

4) The Provincial Council must approove the naming of any area in the Province grater than 6 land tiles. The PC must also approve any institution establised under provincial law.

5) The Assistant Governor chairs the PC. The Provincial Council may remove the AG from office by a 2/3 majority vote.

The current governor may alter, add or remove any guidelines at any time at his/her own discretion.


This system means that Mayors have the ability to influence build queues in their city, but the elected governor has discretion. Also, in any situation when the Governor may be absent, buildques may still be altered. (i wrote these guidelines with all provinces and govs in mind, not just myslef)

These are just a rough start to get discussion flowing. Just so the next few posts don't look insane, there was a couple of references to the mythical paradise of Asphinxia that crept in. Oops.
 
Unless your looking to change multiple aspects of the CoL and CoS, this is full on conflicts.

"Asphinxia"? What is this "Asphinxia" of which you speak?
 
* I would maybe prefer the title of "lord mayor" not only for the provincial capitol, but also for all cities bigger than size 12! the capitol would be eligable for lord mayor in any case, but other cities will also get that title after crossing the mark of 12.
* How do you earn the +10 bonus?

Where is this "Asphinxia" you talk of? Is there a land we dont know yet you have information about? ;-)

Only governors may post official build queues.

The whole section on assistant governors would conflict. As reference, CoL Section D, Point 1.B

"Governors do not have Deputies but may appoint an Acting Governor when unable to fulfull their duties."
 
I like the idea but do hope the governor will run his proposed provincial laws past the Judiciary just in case. I also hope the governor indends to poll the citizenry of the province on this matter after this discussion is complete.

I would just add that these are Bohemian provincial laws and not standard provincial laws for our future provinces. Future provinces should be able to start with a clean slate and adopt or not adopt provincial laws as their citizens see fit.

i support the proposed provincial laws and i think that any conflicts should be taken to the judiciary so the necessary changes to allow this legislation to be put in action.

A governor organizes build the production (building queues) of the cities in a province.

In other words, governors post the queues, and any other queues are completely unofficial.
 
Organize ? In the context of a leader?s duties, this includes suggesting a plan, discussing it and passing instructions on to the Designated Player.

The quote above is from the official definitions attached to our laws. I don't think the mandate to organize build queues implies only the governor can post the queues. There must be something else written that does say the governor posts the queues though.
 
I have removed the part on Mayors posting build ques for now. It has been replaced with the idea of a Provincial Council, where (among other things) Mayors could submit build ques for the AG to post should the Gov be 'unavailable'.

Yes, these laws are for Bohemia only, but may (i hope) serve as a bsis for laws in other provinces.

To clarify, an assistant governor is not a depudy, merely a person dedicated as standing Acting Governor (ie he/she will always step in for the governor). This person must pass an approval poll like any acting leader.

I believe that all of the responsibilities and priviliges given out in this law fall under two categories:
1) Powers of the Governor
2) RPG

In terms of powers of the governor, any governor can choose to have advisors and such help dictate policy as long as any powers they are given:
a) Do not exeed the powers of the governor and
b) Can be over-ruled or revoked by the governor at any time.

Non monetary RPG stuff is not governed by any law.

It is my opinion that none of these guidelines conflict with National Law, and if the judiciary find that they do then we will work to make them cohesive.

However (as an interestng aside), theoretically as all of these guidlines are unenforceable there is no matter if they conflict. These guidelines are purely an undertaking by the governor to establish certain positions/bodies and recognise certain restrictions on his/her action and is purely voluntary.

Please do not get too caught up in the legality of this issue, I am more interested in feedback about the effects of this law and whether you think local government is something to nurture or ignore.
 
If you really do plan on simply giving acting governors the name 'assistant,' he still needs to be with a standard yes/no/abstain poll. Also, if you are sure to post somewhere in a visible part of the forums that you will be away, and as such you delegate your powers to the acting governor, then the conflicts I saw are resolved.

Frankly, however, I see this as completely uneeded. Unless I am missing something, you give yourself the power to overrule your own council at any time, making them useless when they disagree.
