Approval rating weirdness

Hello. First post here.
Does anyone have any idea how the approval rating is calculated? It's probably mentioned on here somewhere, but that'd be a bit of a trawl. Anyway, I finished the game (spaceship) with a population of 300,000,000 and a score of nearly 5,000. Then it went and gave me a negative rating of -200% The thing is, if I load the game again and finish the game off with a conquest, it promotes me from 'worthless' to 'magnificent,' giving me a rating of 324%
Any thoughts? You seem like the people to ask

Slow thinker, I don't know if this is the right place to post it, but about productivity:
It seems it is calculated this way

(resources produced) * 10/(citizens +1)
and not divided by worked squares.
