Believe me, I wanted to find a way around it, but I just can't do it, I have to be consistent.
Here is what I recommend, and I think you have two better options:
The call for a DoW is approved by the citizenry, you simply need the FA Leader to say yes referring to the citizen poll. I intentionally posted that request yesterday in the FA thread so that we could take the following actions:
If the FA Leader returns and posts approval of the DoW based upon your poll from last week, then we are fine from a legal perspective to follow the Cyc plan.
If you do not receive a response to that request within 36 hours, which will be up prior to the turn chat, then simply go to the deputy or the chat rep and get them to approve the will of the citizens.
If none of them are available, declare the position absent, and in accordance with the CoL, you as President can establish policies for those departments who have not done so, and set a policy approving War. You would be PI proof in that you were following the overwhelming will of the people.
In other words, we have a poll that reached quorum approving of War, there is no need to poll again.
Under any of these options, you would have the right to go to war next turn chat.
