Population Rushing In Which Circumstances?

In this poll http://forums.civfanatics.com/showthread.php?s=&postid=549892#post549892 , the citizens of Fanatika gave their conditional approval for Population rushing.

The purpose of this discussion thread is to narrow down the conditions underwhich this tactic can occur.

Some ideas:

1) only in cities that are capture
2) for use in rushing temples in captured cities
3) when enemy offensive forces are in striking range of a city

Please add and discuss
 
Of the three ideas, if I have to choose, I would say #3. It may be better to rush a unit than lose the city.
 
i agree with two and three. if we have a city under pressure from surrounding forces, pop rush a unit. and if we are in risk of c flipping, pop rush something culturaly. of course, our highest goal is a democracy (i assume), so then we dont have to worry about pop rushing
 
#2 & #3 are the options I favour, when the other option is to risk losing the city altogether.
 
Feel free to post other options, I was merely posting initial examples ;-)
 
There seems to be a lot of sentiment for options 2 and 3.

Any other input on this topic before I post a proposed poll?

Then #2 should only be done if there is a great danger of the city flipping and we are in no position to recapture it quickly. #3 only if we're in serious danger of irretreiveable losing the city and then only for defenseive units.

Actually, it is when I am running low on beer...

More seriously, I suppose we can be absurdly nice to our enemies, but it doesn't gain us anything. In all likelihood, the single pop-rush we do will be nothing compared to the numerous ones the AI does when it is losing a war. A temple or library will expand the cultural borders and diminish one of the largest factors in culture flipping, increase the number of roads our units can use, and fill in the gaps before the horder of AI settlers from across the world gets there.
 
I think pop rushing is ok on libraries too...

3 should hopefully never happen. 2 seems like a good idea but I wouldn't hold it to just "captured' cities.

A question to all here.

How should we resolve this. Should I come up with a bunch of Y/N/A polls for each individual circumstance, or a multiple choice with all the options discussed so far.

But if we do multi-choice, what is the hurdle for approval of a given option?

I am looking for suggestions before I go into about 10 new polls.

I would say the Y/N/A format would probably be your best shot. The three ideas you posted up above seem to be the key areas. No one has submitted others? Do you have 7 more?
 
Well, there are combinations that involve what could actually be rushed....such as temples, libraries, etc...
 
I vote for options 2 and 3, since we are limited to emergencies. What we are really trying to do is define emergencies, so create a poll with "Emergency" defined as 2 only, 3 only, both 2 and 3, or "other, repoll".
