I remembered it being a contensious issue in the last game, but also a source of pretty good discussion. With the pending Aztec war on the horizon, I felt it a good time to bring it up.

Since none of our leaders were taking charge of the issue, and because I feared it would end up getting dumped in my ample Chief Justice lap, I decided to act a citizen to push the discussion forward and get policy set.

All citizens should remember that you too have the power to drive discussion and change.

No, there's no real benefit to pop rushing a library. Marketplaces and temples, yes. Libraries, no.
