An idea: how about playing the next democracy game with multiple civilizations?
The participants could form several nations competing against each other instead of against AI opponents. People would play out their roles within a nation like in the single nation democracy but in addition there would be real international diplomacy and relationships. As a democracy game is more like a RPG it would probably bring out events and situations not thought about and not easily found in the normal multiplayer game where "win the game" is more an issue. Imagine two groups (nations) having a heated discussion that slowly accelerates the situation into a war, or having ethnic minorities in conquered cities represented by real people!
Heck, maybe we could even simulate the missing civil war feature by using "spare civilizations" who are then given the appropriate cities and techs when part of a group wants to split. ("Spare civ" = civ with just the original settler, controlled by the host, and sleeps until needed.)
