Proposed Amendment to Provincial Border...

Alright, don't fret just yet. This is not an attempt to subvert the duly selected provincial borders. This is merely an attempt to modify those borders so that they are consistent with the natural terrain that has become visible to us since these borders were originally drawn.

As such, I hereby propose that we expand the borders for the Southeastern province (aka Eastern Gate, until it is officially named by its first governor) so that it conforms to the natural terrain that was not previously visible to us at the time these borders were originally drawn. Furthermore, if, after sufficient time is passed, I move that it be polled if necessary, or simply put into effect by our Domestic Leader.


Note: The solid line represents the existing border and the dashed line represents the proposed new border.

I would agree to expanding our borders. The reason being is that we should not leave a city without a provance to call home.

Given the world as we know it today, this would seem to be a prudent idea.

but it would need the normal official process of discussion-proposals-poll-decission
a city without province is governed by the domestic department until we decided on a province for it, so this is not the issue here. we should start the normal official border redesign process IMMEDIATELY. and not split this up in tiny discussions. lets do a provincial plan like we did it in dg1 and get it up and running until the start of the next term.

Is the NE corner of the SE Province extended far enough to include the city that will go in the hills SE of the gold? If not, we should include that in your proposal.

I agree with having Penguin (my home/ still waiting on mayorship) to be part of... Fanatika. Dacula too.

This looks very sensible to me. Let this thread stay up for 24 hours then post a poll proposal. 48 hours for the poll to follow and we should have this modified before the next chat turn.

now how come we can amend the borders but we cant redraw them?.

I believe this option has merit, but I can see Fionn's point of view. What is the difference between amending a provincial border and redrawing a provincial border?

you can of course redraw. open a discussion thread, collect proposals, go through a normal poll for all proposals.

so i notice nobody(!!!) till now even STARTED a border redesign discussion!

btw:
it is DOMESTIC departments job to open it (hint@fionn).
so you already lost about one week... wanna loose even more time with muttering?
start the redesign thread now! and do a propper and official redesign task.

With respect to the issue of amending borders vs redesigning them...
Let's face it. Anyone interested in redesigning the provincial borders is simply trying to overturn a decision made in a valid poll, and it's not like anyone wasn't aware of the poll either since the discussion/debate took place over the better part of two terms.

While I did not vote for the capitol province idea, I see that it does have some merit. Our current border plan does not give precedence to any of our existing three provinces. Any of these governors will have to deal with approximately the same degree of waste and corruption as the next and they all will play an important role in the immediate future of Fanatika. Because of this, I am certainly willing to accept the decision and move forward to more important issues.

On a personal note, I do feel that Fionn got a raw deal and I believe that he should have been given the right to choose which province to govern as he was essentially governor of all of Fanatika before the poll closed. But my concern over which cities Fionn is selected to govern does not undo the decision we all made concerning these borders.

Finally, provincial borders must conform to the natural terrain as much as possible. Because we did not have a clear picture of the terrain near the edges of these proposed borders, we always included the provision that any border proposal was subject to minor revisions pending discovery of that surrounding terrain.

Poll Proposal
As this thread has been posted for sufficient time, and as it seems that there is sufficient support for this proposal, I hereby announce my inention to officially poll this matter.

The poll will include the image above (in post #1) and be a simple Yes/No/Abstain response to the question: Should we ammend the existing border for our Southeastern Province as displayed? It will remain open until quorum is met and for a mininum of 48 hours.

As noted multiple times, the citizens have the right to change borders whenever they see fit.

There must be a valid process for creating an official poll as noted in the laws.

before you poll it:
could you post a larger picture showing not only the changed area but possible the surrounding areas as well?
i have no picture of the area left of your proposal yet. and i dont have civ3 handy at the moment.

I like this proposal and don't really object to this going to a poll but I'd prefer to see a more comprehensive discussion and poll. Shatian has suggested that the provincial borders around Octivinium be adjusted as well. We also have the Bohemia/capital province to deal with. I have already requested that the domestic department post a poll o the question of combining Bavaria, Valhalla and Kukhaff into the province of Bohemai. This request has been seconded by CivGeneral. One more second and the domestic leader will be required to post the poll.
