While the cat's away...

As acting head of the Ministry of Foreign Affairs, I am implementing a series of Spotlight Discussions focusing on each of our rival nations. The purpose of these discussions will be to assist this ministry in developing a cohesive foreign policy towards our fellow civilizations.

We continue this series with a discussion on our neighbor America. We do not have an embassy established with them and they are currently annoyed with us. They will be competing for space in the fertile lands to our Southeast and will likely be engaged in a culture war as our borders begin to clash.

America 38g Peace (Annoyed)

For simplicity's sake, I suggest we attempt to categorize our official policy in one of the following ways:
 • Gracious Ally - These nations are considered our most trustworthy allies. All trades are generally accepted and sometimes gifts are exchanged. We would gladly come to this nation's aid in a time of need.
 • Trading Partner - Practically all proposed deals are accepted. Alliances, MPPs, and Embargoes must be discussed in the forums prior to signing.
 • Friend - Generally favorable opinion. Most trades are accepted unless not in our best interests. Alliances, MPPs, and Embargoes must be discussed in the forums prior to signing.
 • Rival - Generally unfavorable opinion, but publicly treated as a Friend. Most trades are accepted unless not in our best interests. Alliances, MPPs, and Embargoes with this nation will not be accepted, and those against must be discussed in the forums prior to signing.
 • Foe - Generally unliked. Technologies are not proferred to this nation and most trade deals would be rejected unless we clearly benefit more. Embargoes are our prefered weapon against these nations, and Alliances and MPPs against this nation must be discussed in the forums prior to signing.
 • Hated Enemy - As the name implies, these nations would be our most hated enemies. No trades are offered or accepted. We would actively seek to establish Trade Embargoes against these nations whenever possible and all out war is preferred to peace.

I would definitely consider the Americans Rivals. Even though the Americans are annoyed with us, I consider the risk of invasion low and can be tempered somewhat with a friendly France and/or England. I think a more likely threat from America will come in the form of a culture conflict along our Southeast border.

I think treating them as Friends or better would be risky considering the current attitude towards us and the potential of disaster should they declare war on us while currently fighting Japan or some other nation. Similarly, I believe a worsening of relations to that of a Foe or Enemy is premature as there is no proof that war is imminent.

I agree with you here, 40J. Rival seems to fit well. Mostly, I consider the Americans rude and abusive, but I can usually evade a war-provoking situation with them. Hopefully, I will become Governor of the Eastern Gate Province and will focus on defense and culture.

I would too consider them Rivals. Although there UU does not come untill way in the future. They dont pose any significant threat to us in the UU sense. But they would pose a threat Culturaly due to the close proximity of one of our cities. Why I say it is a Cultural threat is that Miami would swallow up one of our cities via Culture flip.

I would also like to propose 'Rival' status to be appointed to the Americans. While they won't really be any threat other than an expansionist/ militaristic one, we should take great care while dealing with them.

I agree, Rival is the best way to go here. They will most likely be dead before they get their UU, so they don't pose a UU threat. I think we should wait until the end of the Middle Ages or beginning of the Industrial Age to attack so we can have time to get as many of their cities in a culutre war, declare a military war and hopefully finish them of with our brand new UU.
I think they should be rivals until at least midway throught the Middle Ages.

Yeah, Rival. Hey, you should do those polls like Chiefpaco did in demogame 1. :) (to get our opinion on each civ)

Remember?
MFN - Most Favored Nation
AP - Able Patner

and so on... down to RN - rouge nation

Definitely rivals. It would be too risky to consider them friendly and then have them declare war on us, but it would be worse to consider them enemies and open a two (three?) front war with them, the Japanese, and possibly the Aztecs.

I would like to thank FortyJ for doing an excellent job while I was away. :goodjob:

I also agree with assessing the Americans as rivals for now, though I do fear they will attempt to invade our territory in the near future. That border should remain well defended.

I would like to thank eyrei for going away.

Yes, America is a RIVAL for now.

America has recently changed it's opinion/attitude towards us and is now behaving Politely! At the same time, it appears that American settlers may be on their way to some of the culture gaps within our sovereign territories!

Should these events force us to reconsider our attitude towards these neighbors of ours? In my personal opinion (note that this is not the "official" stance of the MoFA), these events tend to heighten my concerns. I would encourage our eastern residents to sleep with one eye open at night....

True, and we know that feeling will only last until about the point we declare war on the Japanese.

We must stay the course and be prepared to bribe the Americans
