I don't agree! Provided that the advanced tribe will get a palace and become your capital, this advantage of virtually starting with three settlers is bigger than the drawbacks of having one fish square less to use. Expansion is faster and you get to Monarchy faster. Without the fish it will take longer to grow to size 4 but that can easily be cured by a few turns in republic. You need seafaring a little earlier, that's all. When the city is maxed out you can support one less specialist. That isn't a huge disadvantage.Definitely settle! This starting point is rough, and would only be made rougher if you get an advanced tribe without the fish in the city radius!
