It appears that our governors have pulled one over on me and produced an unexpected settler! 
Therefore, we must establish a destination for this settler.
Domestic Department recommends site 'P' as it will help fill out the Rhineland province and add another city to the cultural buffer with India and China. Nonetheless, there are several other valid sites available, and it is possible that China or India will settle this location first.
Note: Sites 'A' and 'Q' in this graphic are not valid choices as there is already a settler on its way to 'A' and 'Q' is already settled.
