Micromanage:

Palanthus - Move the worked tile on the empty grassland (no roads) to the coast. We get 1 more commerce out of it. Mine the tile west of the wheat and north of the horse. It's a bonus shield grassland. Also mine the shielded grassland north of it. Move the two worked tiles off of the wheat (irragated and mined) and into the coast. We get 1 more commerce from there.

Dacula - Move the worked tile from the wheat to the roaded, irragated plains.

Penguin - Move the 2 worked tiles in the forest north of the city to the coast. (we gain 1 commerce)

Turn 1 - When Tarkingrad builds a worker, make sure the worked tiles are on the forest to the SW, and the plains to the north and northeast.

Turn 4 - When Penguin grows, make sure the next worked tile is in the coast.

Turn 6 -

Morgana - After it grows, place 2 worked coastal tiles onto the forests, and place another on the hill. The University should be done 10 turns afterwards. (it would be 17 turns now for 2 forests, but waiting gets it done in 16).
 
As Mayor of Tarkingrad, I would like to see a University to be build in Tarkingrad
 
I don't think a courthouse would make much of a difference come to think of it. I could rush a settler for 52g.
 
I'm not in favor of rushing courthouses at this time, especially when it would cost 252g (38.7% of our treasury!).

With nine cities we're only offering to build three pikemen for the war effort? Can't we do better than that?

Also why not hire some entertainers in Palanthus? Eyrei and i have tried to keep them happy with our antics but it isn't working. ;) We can hire 4 and make everyone happy only losing 4 gpt (and without losing shields) in this city. Palanthus is already size 12 and does not need 9 surplus food! (Don't you miss the Civ 2 food caravans, CT?) And a WLTKD will have the same benefit as a courthouse (I think). Perhaps more of our cities could be coaxed into WLTKD. An entertainer in Dacula would do the trick without compromising it's growth or production. The Burrow needs an aqueduct.
 
Frankly, I'm not exactly suprised you weren't able to keep them happy... :D

Also, donsig's anaylsis of Palanthus is very good. The governor would do well to listen to her deputy on this matter.

One more thing: could I get some of the workers in Taliesin to connect the ivory in Leningrado? The elephant herd is growing, and we must export the ivory.
 
donsig - those extra food (the wheat) will be placed on the coast at this coming turn chat, plus the metropolis is in no danger of rioting.

My sentiments exactly. I doubt that the benefits of a courthouse in some of these towns would outweigh the cost of rushing these improvements.

Now marketplaces, on the other hand offer an immediate improvement to all of our cities, especially the larger ones (4 additional happy faces, with 5 more coming once we connect the gems and ivory to our network). These happy faces could inspire a WLTKD in our cities which should reduce the corruption as well as keep the peace. Not to mention the increase in revenue to help strengthen our economy... ;)
