<a bit of roleplay>People are starting to grow weary of this monarchial kingdom. Corruption is rampant in our other cities, and all the kings horses and all the kings men don't even bother stepping foot out of the palace! We need a chage! We need a revolution!</a bit of roleplay>

Ok, if we are going to go into a republic (and I do agree that we need some (if not all) of America's land to be truly productive), I propose the following: (and we do need to plan NOW)

1. Trade with Babylon for banking, so we can trade it to the Iroquois and Zulus for other techs. We will be closer to the industrial age then (and near the Age of Cavalry). Then see what other trades we can make. We must be on top of the trades! Not the AI!

2. Increase our workforce - We need workers as the industrial age is fast approaching. With only 8 Fanatikan workers, and 27 foriegn workers, they are in an urgent demand, and will be needed dearly when rails come. To do this, we need several worker factories. I suggest the following: (in no particular order)

Vahalla - It has a mined cattle, and game in its' radius. Those are perfect for a constant worker flow, and its' proximity to the capital makes for less corruption (more shields), but would be less income (which is the price to pay - no pun intended - to prepare for the industrial age).

Tlaxcala - This has a mined horse tile, and mined cattle. Another prime location. (has 30% corruption)

Palanthus - Another city with 2 wheat and horses, however, it loses sheilds to corruption (about 50%).

Penguin - While it has high corruption (atleast 80% per current shield estimates), the game allows penguin to grow quickly enough to allow a worker every 10 turns.

Dacula - This has a mined wheat, which also allows for quick growth. (about 60% corruption)

Bremershaven - Another city with mined cattle and forested game. Its' proximity to the capital allows for quick production and growth. It needs a ganary to help with worker production.

Androbius - Also has mined cattle on grasslands! Has 30% corruption, but with 4 growth and 2 shields, that should more than compensate it. It might benefit from a granary. Has a minor culture flipping risk if Riga expands

Kells - At 30% corruption, and forested game, this is another potential worker factory, but could use a ganary.

Plexenburg - This has a mined wheat, and mined bonus grasslands. Its' proximity to the FP is prime, but could use a granary to speed up lost production due to workers being built.

Kyoto - Our FP site. It has a mined cattle, but I wouldn't suggest losing our productive/commercial potential there.

Nara - Has cattle, but is not mined, and doesn't have a granary.

Shimonoseki - Has game on cultural growth, but no cultural improvements have been built. (has about 33% corruption based on its' 3 shields).

Novgorod - With the help of a harbor, this can produce a worker every 10 turns.
Other coastal ice/mountain cities include: Ise, Dapperdan (At risk for a culture flip, Gunningheim, Maerva, Goonidom (whales on expansion).

3. Increase our knight, Pikemen and catapult production - These will be our future Cavalry, Riflemen, and Cannons (when they come). I like a more supportive war, which means more cannons to soften the enemy before we attack. Riflemen will be included to protect our units, and some may move out ahead of our attacking cavalry. Explorers should also be built for "special ops" (pillaging vital resources).

4. If (this is not saying we will) we are ready for a war with America (and have sufficient troops), we should expand into that direction, or any other direction - like around the FP). This will allow for more income and production when we do switch to republic.

5. At the same time, do a prebuild for Universal Suffrage. This wonder is 800 shields, so with a palace (about 900 shields, or some other wonder - riskier, or maybe the military academy which has more shields), we can be well on our way to that wonder. Right now, Valhalla has about 9spt (after corruption). We can raise that up to 12spt with some micromanagement. (palace done in 67 turns instead of 89). This should still be more than enough to get Universal Suffrage with - AFTER the tech trades.


6. After we have taken a sufficient portion of American territory (or all of it), we should switch to republic, but not after adding some culture to the cities.
 
A note on Valhalla - if we choose that site as the prebuild (and it looks the most promising - with a little micromanagement), rails should really boost its' production for the Universal Suffrage.
 
Taken a sufficient portion of American territory? I think we need Russian territory - especially around Kyoto. Whether we attack in the east or the west we have to be sure the other is well defended (as well as the south). Our core cites have to be devoted to military production first. Without a strong military it will not matter which government we choose...
 
Note that I said if, and the mention of a support force buildup. (pikes for riflemen, catapults for cannons...). Cavalry vs. Rifleman wars are suicide unless you have the support to back them up. (thus the cannons).
 
I beleve we should go to the path of the Republic. Witl little corruption and commerce (I call trade "commerce" ;) ) Bonus, thus increacing the funds to our coffers and thus increacing the science rate :D.
