I. Domestic Culture Objectives-
	A. Our current culture amount is 13552 (~215 per city). I wish to achive a 
total culture level of 17640 (~280 per city).
	B. 17 cities are with out culture at the time of writing this, Each of these 
cities should achive in excess of 200 culture points each.

II. Foreign Culture Objectives-
	A. Denver
		1. The city of Denver (culture~ >100), founded circa 3000BC, north of
Valhalla has long been a thorn in Fanatika's side, 
		2. I propose that we saturate the surrounding cities of Naerva,
Gunningheim and Valhalla with culture.
		3. A city of close proximity to Denver could be an excellent solution
to this problem.
	B. Hyderabad 
		1. The city of Hyderabad (Chinese owned) (culture~ <10), is an
excellent opritunity for cultural take over, due simply to Hyderabad's proximity to
two Fanatikan cities (Grandmastoria and Trader's Inn).
		2. Cultural saturation of the surrounding areas is the best possible 
canidate to induce a flip.
	C. Punjab
		1. The city of Punjab (culture~ <10) may be a culture flip
possibility if we decide to expand closer to it.

Plexus, I do agree that Denver is a thorn in our side, but I do not agree that placing another city close to it is going to help us flip it culturally within any reasonable amount of time. I think we should just consider it a neighbor until we take it by force. More on this in the Androbius Settler thread.
 
I agree with Cyc, we should just wait until we take it by force, which I believe we should do after the Babylon war.
 
I think we can all agree that the chance of a CF is low no matter what we do. Rather than saturation, I favor waiting until we go to war with America and conquer it. It would sure he a heck of a lot cheaper...

I would agree with Cyc, Nae, and Oct on this one. Denver just isn't worth any extra effort at this time. It will fall quickly the next time we have have a war with the Americans. Miami is a much greater strategic problem. We lack the ability to put any great cultural pressure on it, but establishing a city between The Burrow and Padmativa would at least strengthen our strategic position.

Hyderabad is a much more significant problem than either of these cities, and our only serious mistep in the Indian war thus far was letting the Russians get to it before we did. We should make every possible effort to put cultural pressure on this city. In Chinese hands, it strategically dominates all of southern Rhineland.

Punjab, which I expect to be a French possession very soon, could be pressured on three sides if we found an outpost midway between Punjab, Hyderabad, Indus, and Madras. That would be culturally more of an offensive move than a defensive one.

On the western frontier, Suo, Nagoya,and Osaka should be primary contacts for cultural pressure. If we are going to put national resources into cultural pressure, this area, after Hyderabad, would be the most cost-effective place to do so.

Hello again, Plexus. After looking at our southern border, I was reminded of this thread. Your post above deals with flipping foreign cities to us, but I'm thinking that we may want to safeguard some of our new acquisitions in terms of Culture. I also looked at your assessment list to check my notes with yours. I didn't spend a whole lot of time on this border, but to me it looks like we should pour some Culture into Karachi, Lahore, and Pune. You probably have better idea of the situation, I just wanted to share my thoughts.
 
Karachi has a serious problem and we need culture in it asap, but I belive that the cities of Bombay and Bangalore are in much more danger to flip. Also, the city of Nagasaki is prone to flip and its rifleman should be changed to a library.
 
Ganges and Lahore are building riflemen! Shouldn't they be building libraries? Can't we boost their garrisons from our interior cities? Can the culture department contact their governor about this?
 
That's what I remarked about in the turn chat. At 63 turns, We'll be needing to switch to infantry by then.
 
When we were first conquering cities in India we voted libraries in every one for a first build. I believe somebody in the second session of attacks had the idea of "drafting the locals," by which I think he meant doing rush builds of infantry for garrisons.

Given that the war has dragged on long enough to march a rifleman all the way across the continent and back, this seems to me to be a not particularly cost effective way of addressing the problem.
 
Though I've little to base this on, we must remember that only if we have tiles in the 21 radius of the city will effect it. And anyways, this is uneccasary as long as the ratios of culture and capital distance are sufficient. However if they are not only then should we spend valuable resources on this objective.
