This is up for discussion.

Surveying the land, I see some areas that could use improvement (and could get our workers ready for rails):

Kuhkaff - This is our Military Academy site, and is using undeveloped tiles. There are some workers in the vicinity who are mining hills. I will get more workers here to irragate grassland and mine the other hills.

Kyoto - Our FP site, and has several unworked tiles. There are only a few workers in the vicinity.

The highlands - This will need to have some of their forest cleared for growth. The rest of the forest should stay for now.

Looking in the jungle, there is a lone Indian worker that will be chopping jungle for the next 47 turns by Bangalore!

I'd also like to see governors build more workers (the last citizen must not be foreign). The exception to this is the recently captured cities.

We also have indigenous workers mixed in with foreign workers. I'd like to try and group them together (foreign workers should be in groups that number twice as many as our workers). That's so we can time when they'll build an improvement (road/rail/mine/irragation).
 
@Chieftess - As per my worker plan in the NP thread, irrigation should be done elsewhere in The North Province. The Plains Tile could be irrigated, but this is a secondary project. With DZ's plan of sending the next Settler from Androbius to Kuhkaff, the population will be boosted to an 11. No irrigation of grasslands is needed at this time as Happiness problem will arise and have to be dealt with. Mining the other hills to the West can be done by the two workers already mining the hills to the East. (So basically, please don't irrigate the grasslands now.) Clearing the forest and irrigating the grassland south of Gunninheim is a priority as well as irrigating the grassland South of Naerva. Please see the map in The North province thread.
 
CT - why go through all of the trouble of putting workers in groups? Let's just stay focused on a rail square until it's complete and then move on to the next one. If we get a group of say, 20 workers on the rail line, we could move at the pace of 3-4 rails per turn regardless of worker nationality. Obviously, the more workers we pledge to the cause, the quicker a main thoroughfare can be finished.

Also, I disagree on not using New India cities as worker farms. Though they work a bit more slowly, the workers produced would be free. Plus, by causing foreign workers to leave a city, we can assimilate it much faster.

I do agree with you on Kyoto. Maybe we can send or produce some workers there so that when we do get a chance to lay some rails, the workers will be at a good starting point to head east.

Hmmm . . . . how much less is "a bit more slowly"? Half-speed is a bit much, from my view.

Those cities in India are all producing 1 sheild per turn right now due to corruption. It will take forever to build anything else.

That's certainly true. If we put the current population on the road - railroad, that is - we might get something done with the new generation once we get to democracy.

Issue #40 of Die Fanatischen Zeiten contains a detailed worker census. It may be of help in determining future worker allocations.
 
Do you charge extra for home delivery of Die Fanatischen Zeiten?
 
If 3/4ths of our workers are foreign slaves and bond servants, one begins to see a reason for the many holes in our irrigation and mining network. They may work cheap, but you get what you pay for.
 
I read donsig's info on workers, and am surprised that no workers are in MAG province working on any cities. If I build any workers, they should at least do a couple of jobs in the province. I even noticed that the rail network bypassed most of my province, which will encourage the people to not even send workers into the province, because it would waste time getting there.

I will build workers, but only when they can do something in Montis province.
 
I was hoping that my worker census would encourage someone with map making skills to come up with a political map of Fananika (one showing the whole country and our cities and provinces but no terrain, etc.). If we had such a map we could use it for many things - like showing the big picture of our proposed rail net, where are workers currently are, where are military units are, etc. Even a free hand (drawn) map would be nice. It's really difficult to get the big picture even when looking at the save.

Roger that... already have 1 worker queued up.... I know 1 isn't much in an entire province... but more should come later with bigger cities.
 
The tundra cities could serve us well for the long haul, but we will need the Provider policy to get us through the next forty turns or so.
