A Civ's Favorite Gov't?

In the Civ3 Editor there is a section under Rules in the Civilizations tab where you'll find a drop-down box to select the civ's Favorite Government.

For example, the Favorite Government of the Chinese is Communsim. Then there is a Shunned Government drop-down box right under it. China's Shunned Government is Monarchy.

My question is, will China actually perform better than other civs with Communism since it's their Favorite Government (and vice versa for Monarchy, would China do worse in Monarchy than a civ whose Favorite Governemnt is Monarchy?)? I would say no but it is coded into the game so it must serve some purpose.

Damn that's a lot of bold tags, why'd I do all that?

Thanks.

Yes. They will perform better under communism, or so it says in the PTW guide. For the civs who's fav gov is Despotism, they are better early on, such as Egypt and celts.
I hope I helped.

No I don't think it helps them just gives them a specific route of government like China hates monarchy so they will never be a monarchy but they love communism so they will always end up having a revolution to communism when they discover it. I think that also your people can be happier under your civs favourite government which can be a problem when you invade for example communisms under a monarchy as they will not be happy living under that kind of government.

I just got an idea.

Maybe it's only used by the AI. For example, when the AI picks a government to research, if they have a choice between Republic and Monarchy and their favorite government is Monarchy, they'd research Monarchy.

Maybe.

I tried to figure out what Shunned and Favorite governments means, and had every civilization Shun democracy and favor communism. Every nation was democracy when the game ended. So i don't think their government choice has anything to do with this function.

I asked Soren (the programmer who wrote this part of the code) about this before. He said that ths is a preference for the AI. When a civ decides to change government forms it will weigh that in. It is a minor effect though. A civ will use it's shunned government if it makes good sense to. Conversely, it may switch away from its preferred government to another government if it makes sense.

It used to be a stronger effect, but it was toned down as it gave sub-optimal play.

No, many civs shun communism. it says in the PTW guide. it also says that the preferred gov, if chosen by the civ, WILL HELP THEM.

China444, I don't know what the PTW guide says, but I do know what Soren told me. There is no benefit gained by the preferred gov't.

Interesting. China, how would you make a game where you wanted all the governments to be Communism and two or three to be Democracy (say, in a Cold War scenario or soemthing)? My communist nations keep switching to Democracy, and their favorite government is Communism.

does it influence how willing they are to rade.i read that somewhere. if you are or a AI is a shunned gov for another civ, then they will be less willing to do trade as others.

I read in a thread, possibly the same as farting bob (btw I like that avatar--what is it?), that when you are another civs shunned gov't then their attitude to yours lowers.

Also, I'm pretty sure Warpstorm is right in his assessment.

Favorite/shunned governments does not affect the AI's ability to play the game. The situation would determine which government would be most beneficial for it (economy, unit support, whether they are at war or not). I saw a rumor that supposedly, favorite/shunned government would affect the possibility of the AI going to that government by 10%-but I haven't studied this.

However, it does affect AI attitude. Helps you if both you and the AI are in the AI's favorite government, and hurts you if you are in the AI's shunned government and the AI is not.
AI attitude

An example of another irony in Civ3: Russia will hate you if you are a Democracy, because Russia shuns Democracy and prefers Communism. But if you go to your military advisor, you will see that Russia is ALSO a Democracy. So the story is, a Civ that supposedly "shuns" Democracy will choose to use Democracy anyway, and STILL hate you if you are a Democracy.
