This is a Council Vote for adoption of changes in the Code of Standards, Section F (Forum Poll Procedures). This proposed ruleset will replace the entire Section F of the Code of Standards.

In accordance with our Standards, this Vote will remain open for the following time frame:
Minimum time = Vote tally of an unbeatable majority of YES or NO votes.
Maximum time = 48 hours or when quorum is reached, whichever comes last.

All Department Leaders should respond with a vote of YES, NO or ABSTAIN.



Suggested Poll Procedures, v2
Code:
A.	The following criteria are required for a poll to be binding: 
	1.	Quorum levels must be met.
		a.	Quorum for polls is 1/3 of the active census within the
			first 24 hours or;
		b.	1/2 of the active census after the first 24 hours.
	2.	Approval levels must be achieved.
		a.	In the first 24 hours a super plurality is required.
			1.	To "win" the poll in the first 24 hours, a
				category must receive at least double the
				votes received by the next highest choice.
		b.	After the first 24 hours a simple plurality is
			required.
		c.	If "Abstain" ever holds plurality at the end of a
			poll, the poll is not binding. 
B.	The following criteria are required for a poll to be valid:
	1.	Discussion thread open for 24 hours, minimum.
	2.	Poll type in the header and first post. 
	3.	Poll end dates/times noted in the first post. 
		a.	End dates/times can be conditional. (Example: 
			poll ends at the beginning of the next chat turn) 
	4.	Participation requirement (quorum needed) noted in the 
		first post.
	5.	Link to relevant discussion threads in the first post. 
	6.	Inclusion of an "Abstain" option. 
	7.	Link to the poll in the Poll Registry.
C.	The following criteria are preferred for all polls:
	1.	Proposed poll, up for 24 hours minimum.
	2.	Poll posted with link from discussion thread. 
	3.	Poll duration minimum of 24 hours (48 hours plus is 
		preferred). 
		a.	If the poll runs into the weekend it is advised 
			that the duration be extended by 24 hours for 
			each weekend day. Forum participation is much 
			lower on the weekends. 
	4.	Link to the poll in the appropriate Department thread.
D.	Information polls - Do not have restrictions and cannot be used 
	to justify policy, plans or actions. 
	1.	All polls posted by Leaders are considered Official unless 
		specifically noted to be informational in the header and 
		first post.
 
Foreign Affairs

Abstain. There are parts of this I do not like, but not enough that I will vote against it.

This Council Vote passes. 3 Yes votes and 1 Abstain makes an unbeatable majority of Yes to No votes. As soon as this passes Judicial Review it will be added to the online ruleset.
 
While reviewing the propoesed change, I found myself rather confused. If I understand this correctly, the entirety above would replace the current Section F of the CoS.

If this is the case, it does not pass my review.

While I find that there are no legal conflicts, it is the simply the naming that disturbs me. The entirety of the CoS is divided Letter, Number, Letter, number, letter, thus yielding 'CoS H.8.A.3.a' (an actual standard). This new standard is labelled 'Letter, number, letter,' yielding 'CoS F.C.3.a.' For the sake of our sanity and uniformity, I ask that the council pass the same standard, with revised labelling, so that the same F.C.3.a would be 'F.3.C.1,'
 
If I were to make the correction right now, would that be sufficient? Or do we need to repeat the entire process?

I can re-edit the first post and have it on your desk in the morning if this solution meets your approval, Octavian.
 
I felt the same way as Octavian before reading the thread, but now after it has been clarified it passes my review.
 
I too find that this proposed change to the Code of Standards does not conflict with any existing laws or articles of the Constitution, it therefore passes my review.
