Eligibility II

Ok, this is the counterpart to the first eligibility thread. We have 22 posistions, and with a quroum of 17, that means we're stripped for governors. I propose something like this:

1 - A citizen may run for 1 council (including president) and 1 governor posistion. If the citizen wins both, they may keep both posistions if both weren't contested.

I think this will help alieviate the strain on the dozen provinces that we have. Once we go to the era of tanks, things could start moving at a pretty fast clip.

Ok, but what if someone wins both Domestic and governor? they could request that an improvement be rushed in their province, and always approve the rush. There are many more problems with this. e.g. president and governor. That could cause many problems. Or a juduciary member and something else? If you wont PI yourself, who will?

I propose that you can run for:
An Executive office OR a judicial office OR as many governor offices as you could manage.
