The Two Wonders plan will cost us 88 shields of accumulated production in Kyoto but will save us hundreds more than that. It saves 7 turns of Kyoto production plus 11 turns of Bremershaven production. Just one turn of production in those two cities is more than the 88 shield "loss".

It also gives us Hoover now. 50% increased production in every city with a factory times 7 turns is a significant gain as well.

It gives us the Intelligence Agency now. Spies in Persia...mmmmmmm. I love the sound of that.
