first, check the "coloneis" check box on the "coast" terrian. now, use the reasorces box to allow oil on coastal sqares. next, add the "build coloneis" worker job on the transport unit. now this is the result!

since you can't give naval units the Worker AI the AI will not use them that way.

Not really, people have figured that one out a long time ago. It doesn't get mentioned much after they realize the AI doesn't have a clue how to use the changes.
