Here's my first draft of a possible constitution for our group:
Constitution of the Children of Peace
1. -Prologue-
1.1. This citizen group was mainly created for the promotion of peace and protestation against war. This constitution exists to further define this will and also define other objectives common to the majority of the group.
2. -Membership-
2.1. Any citizen of the Civilization 3 Demogame 3 can become a member of this group by posting his/her desire be added in the main Children of Peace thread, located in the Citizen subforum.
2.2. All member have the right to post their own proposition and ideas in any of the official Children of Peace thread.
2.3. All member have the right to post their answer to an official Children of Peace poll.
2.4. Any member can ask to quit the group at any time by posting his/her desire to do so in the main Children of Peace thread, located in the Citizen subforum.
3. -Discussion, polling and amendment-
3.1. -Amendment protocol-
3.1.1. First, the member who wishes to amend this constitution or any of the policies of this group must post a Discussion thread in the citizen subforum with a title clearly identifying it to the Children of Peace group. In this thread, he/she must explain his/her proposition and submit it to the membership's questionning.
3.1.2. Then, at least 48 hours after the posting of the discussion, the member who desires to amend this constitution must post a poll or ask someone to post a poll containing the following options: Adopt, Reject, Abstain (in the case that this is a new article), or Replace the article, Statu Quo, Abstain (in the case that it is an amendment to an existing article). The poll must contain a link to the discussion thread.
3.1.2.1. -Quorum-
3.1.2.1.1. The Quorum to any official poll shall be the two thirds (2/3) of the membership that posted in the last two days and is capped at 15 votes. A member can know the exact quorum by either asking it to the spokesperson or by verifying it by itself.
3.1.2.2. -Length of the poll-
3.1.2.2.1. A poll shall be considered valid when it has reached quorum and has been in place for at least 48 hours. The poll shall then be closed. The result of the poll can only be considered invalid if there has been major irregularities in the amendment process.
3.1.3.Any amendment adopted in the past can be removed or modified at any time by the same process as a simple amendment.
3.2 -Unofficial discussion and polling-
3.2.1. Any member can post an unnoficial thread to dicuss or poll anything related to the goals of this group at any time or discuss it in the main thread. Such discussions and polls shall not be considered valid in an amendment process if they do not comply with the amendment protocol. In such a case, a new thread or poll shall be posted.
4. -The spokesperson-
4.1. To represent itself to the president and various other officials, this group shall elect a spokesperson with the responsabilities described in the following points. He/she shall be elected at the same time as the government officials. The poll process shal be the same as described in article 3.1. exept that the discussion thread shall be replaced by a nomination thread posted in the citizen subforum at least 96 hours before the poll. The poll's quorum is the same.
4.2. -Spokesperson's responsabilities-
4.2.1. The spokesperson is responsible for posting any official thread, discussion, nomination thread an poll he is asked to.
4.2.2. The spokesperson is responsible for posting the official quorum at least once a week in the main thread.
4.2.3. The spokesperson can have up to two representatives appointed at his/her will.
4.2.4. The spokesperson is responsible for sending private messages, email or posting in the relevant thread any demand of the group.
4.3. -Spokesperson impeachment-
4.3.1. The spokesperson may be impeached at any moment of his/her mandate. The process to impeach a spokeperson is the following.
4.3.2. The member who feels that the spokesperson did not fullfill his/her duty is responsible for posting an official discussion thread about it in the citizen subforum. This thread shall be opened for 96 hours at least. The first post shall be reserved for the accusation. The second post shall de reserved for the spokesperson or for the spokesperson's representative defense. The other posts are for the questions of all the members.
4.3.3. 96 hours after the posting of the discussion thread, the member who posted the accusation shall post a trial poll. This trial poll shall have the normal quorum defined in 3.1.2.1. It shall have the three folowing options: Guilty, Innocent, Abstain. The poll shall remain opened for at least 72 hours and until quorum is met.
4.3.4 If the spokesperson or the representative is proven guilty of the accusations against him/her, he/she shall go back to the normal citizen status and a new nomination/election process shall take place to fullfill the rest of the month, the newly elected spokesperson's mandate ending at the same time as the government.
