Budget Discussion

Now that we're getting further into the game and will have many opportunities to rush with cash and for trade, we urgently need to discuss budget goals and procedures.

I propose the following procedure relating to budgets.

Requests for gold allocation should be posted to the budget thread. Requests which fall within a range which the citizens feel are OK to be handled by the Domestic Leader can be approved directly based on how they fit in with national goals. Requests which fall outside the range that the DL is in direct control over should be brought to the public in discussions, and polled if there is disagreement.

There is a current request for a settler, for 56g. Since there has been insufficient time to discuss budget matters, and there is an urgent need for settlers to stop distant rivals from settling in our back yard, I have approved this request.

I hope that a lively discussion on the budget process and boundaries of citizen participation can be completed prior to the next game play session, so that all may be heard.

  • Do you agree with streamlining play by giving the Domestic Leader responsibility and authority to set budget matters for values smaller than a specific amount?
  • What amount should be considered "significant"?
  • What about slider values? Should those be driven by direct citizen input, or should they be driven by leaders in response to strategic goals set by the public?
 
The cieling figure for Budget approvals should be set by the Domestic Leader. They will vary situation to situation. Common sense should handle most of these.

I'd definitely like to see the Science Dept. carry some weight in the decision making about the Sci Rate slider, if that's possible. We really do need to be up around 70%, in my opinion. Unless we allow our cities to grow and support this higher Sci Rate, we will fall behind quickly.

I agree completely with obtaining tech rate input from Science. During my term as SL, I posted instructions to increase the rate, only to be slammed down by the then DL. Of course, it could be assumed that the tech rate needs to be maxed in any case, but the science leader needs to decide when it is best to research, and when to trade, and either go to Domestic to get money, or to Trade to advocate bargaining positions.

On a similar note, the Military Dept needs to submit an advance plan for any unit upgrades, so that cash can be balanced against tech, rushes, and trade.
